Govt seeks better regulation of associations

Representatives of associations, foundations and non-governmental organisation (NGOs) met in Vientiane on Wednesday to discuss association issues and management under the Decree on Associations.
The meeting, which aimed to plan more efficient management of these bodies, took place at the Lao Front for National Development.
The talks were led by the President of the Lao Front for National Development, Dr Xaysomphone Phomvihane, and Deputy Minister of Home Affairs Mr Khammoune Viphongxay.
The main purpose of the meeting was to generate understanding of other legislation associated with the decree.
The 23-page decree outlines the principles, regulations and measures governing the creation, movement and management of associations and the ways in which they should be monitored according to the laws of Laos.
The entities governed by the decree work to alleviate poverty, assist those in need, and contribute to social and economic development.
During the meeting, Dr Xaysomphone instructed associations and foundations to continue their assistance, with a focus on rural areas and people living in poor conditions.
He also instructed them to register with the relevant sectors and to coordinate with the Ministry of Home Affairs, noting that many associations and foundations have now been set up and their activities need to be monitored.
Dr Xaysomphone highlighted the need for associations and foundations to advertise their work in order to source funding and assistance from donors in Laos and other countries in compliance with the regulations, and to use their funds and assets in legal ways to achieve their goals.
He also advised associations and foundations to support cultural, educational, environmental, health, scientific, humanitarian and charitable activities for the overall benefit of society.
