Japan tops up support for Lao water supply

Laos and Japan have agreed to continue cooperation in supporting the development of capacity building in the management of Laos’ water supply.
The Department of Water Supply under the Ministry of Public Works and Transport, Japan International Cooperation Agency (JICA), and Japan’s Saitama City Waterworks Bureau signed a Memorandum of Understanding (MoU) for the cooperation in Vientiane yesterday.
Saitama Waterworks Bureau’s Water Utility Administrator, Osamu Morita, Deputy Mayor of Saitama City, Mr Toru Hino, Department of Water Supply Director General, Mr Phomma Veoravanh, General Manager of Vientiane’s Water Supply State Enterprise, Mr Khampheuy Vongsakhamphoui, Deputy General Manager of Luang Prabang province Water Supply State Enterprise, Mr Chanthone Sanaphay, and Khammuan province Water Supply State Enterprise General Manager, Mr Khanngeun Seng-Iem joined the signing. Japan’s support project named Capacity Development Project for the Improvement of Management Ability of Water Supply Authorities (MaWaSU) was launched in 2012 with a special focus on building capacity for three pilot water supply state enterprises (WSSEs) in Vientiane as well as in Luang Prabang and Khammuan provinces.
Improved management and administration, planning, production, maintenance of water treatment plants and supply systems, and public relations were among achievements of the cooperation from 2012-2017 (MaWaSU 1).
This convinced the Japanese side to continue grant assistance to Laos for the sector over a new phase from 2018-2022 (MaWaSU 2), which will focus on capacity development of the newly established Water Supply Department to implement its policies, vision and strategy while defining its role and obligations.
The Japanese support will also involve the development of handbooks, along with standards in technical construction, maintenance, and water production among others.
Japan’s Saitama City has supported Laos since 1965 by constructing the Kaoliew water treatment plant in Vientiane.
Under the Friendship between Namppa Nakhoneluang (Vientiane’s Water Supply State Enterprise) and Saitama City Waterworks Twinning Cooperation for 2011-2011, Namppa Nakhoneluang had its two staff members attend short-term training in Japan, while Saitama City sent 2-3 experts to hold monthly training courses in Vientiane.
Namppa Nakhoneluang and Saitama City Waterworks Bureau signed a MoU on capacity building for the water supply sector, which included Luang Prabang and Khammuan provinces’ WSSEs into the project.
Saitama City Waterworks Bureau will take part in implementing Japan’s support project through JICA for the Lao water supply sector in upcoming years: MaWaSU 2, plus water pipeline management and maintenance of WSSEs.
