Lao, French aviation safety cooperation in full flight

Laos and France have agreed to ongoing air safety cooperation to improve the operations of Laos’ Department of Civil Aviation in the field of aviation safety.
The cooperation aims to strengthen the department’s operational capacity and oversight expertise in the aviation sector, including enhancing its auditing of air operators.
It will provide the basis for the drafting of a state aviation safety programme to follow the recommendations of the International Civil Aviation Organisation (ICAO) as well as to familiarise department flight inspectors with the features of the Airbus A320 aircraft. A cooperation agreement was signed in Vientiane last week between the department’s Director General, Mr Vanpheng Chanthaphone, and Director of Asia Pacific Cooperation under the French Directorate General of Civil Aviation (DGAC), Mr Thibaut Lallemand.
The signing was witnessed by Deputy Minister of Public Works and Transport, Dr Sankisouk Simmalavong, French Ambassador to Laos, Mrs Claudine Ledoux, and other officials.
Dr Sankisouk said the new agreement followed on from the technical cooperation Memorandum of Understanding signed in 2013, which he hailed as a great success along with the implementation of Annex 1 signed in July 2016, and the amendment to Annex 1 signed in 2017. The objectives of the new Annex 2 agreement were to establish the terms and conditions of cooperation with a focus on civil aviation safety oversight with the support of a DGAC expert, he said.  “These initiatives will provide support in developing capability and expertise in civil aviation safety. This is needed not only to satisfy the set requirements but will also assist us significantly in meeting ICAO’s standards and recommended practices,” he added.
Ambassador Ledoux said the joint project would strengthen the Department of Civil Aviation’s operational capabilities in surveillance and its influence on the air sector in Laos.
“With the growth of air traffic, air security is essential for our two countries,” she said. According to the French Embassy, since 2003, France’s DGAC has supported the department’s aims to improve the standards and practices recommended by ICAO.
In addition, the embassy has co-financed with DGAC airworthiness training to assist Laos to increase the level of aviation safety.
