Laos, partners agree on education development projects

The government has received support for two education development projects in Huaphan province from the Australian government, European Union, ChildFund Australia and ChildFund Korea, worth a total of almost US$2 million.

The two projects are Basic Education Quality and Access in the Lao PDR Non-Governmental Organisation Consortium Project (BEQUAL NGO Consortium Project) and Ready for School: Improving Early Childhood Education Project.

A Memorandum of Understanding (MoU) signing ceremony for the two projects took place in Vientiane yesterday, with the agreement signed by Director General of the Department of Pre-School and Primary Education under the Ministry of Education and Sports, Dr Mithong Souvanvixay, and Country Director of ChildFund Laos, Ms Keoamphone Souvannaphoum.

ChildFund Laos will start to deliver activities for the BEQUAL NGO Consortium Project in Huameuang and Xamneua districts, Huaphan province.

The project is supported by the Australian government, the European Union and ChildFund Australia with a budget of about US$1.3 million (more than 10 billion kip) and will run until the end of September 2018.

A total of 57 primary schools have been selected to promote education access and participation in the two districts. The project will be carried out in close partnership with schools, the District Education and Sports offices in each district and the Provincial Education and Sports Service in Huaphan to plan, implement and monitor the different activities.

The main purpose of this project is to address the quality of teaching of early reading and Lao language acquisition in schools, and to enable community engagement in supportive learning environments.

As part of the BEQUAL NGO Consortium, ChildFund Laos will implement specific activities to improve Lao language acquisition and children's reading habits such as training for teachers of Grade One to better support non-Lao speaking students upon school entry, provision of reading book to schools, and reading promotion activities with schools and communities.

Increased enrolment and participation in school by all children will be promoted through training for Village Education Development Committees and teachers on inclusive education, and activities for students to increase their awareness of key issues affecting participation.

Sanitation and hygiene improvements at primary schools will be addressed through the installation of hand-washing facilities, plus training for teachers and school-level hygiene promotion activities. This project will enable an improvement in the quality of the education delivered as well as gradually reducing the education gap between urban and rural areas.

The second initiative Ready for School: Improving Early Childhood Education Project, being started by ChildFund Laos in Huameuang district, Huaphan province, is supported by ChildFund Korea with a total budget of US$405,507 (3 billion kip). Its aim is to strengthen young children's development opportunities through improving access to quality Early Childhood Education (ECE). The project will run in four communities until the end of August 2019, with focus on community-led construction/upgrade of four ECEs equipped with appropriate furniture and teaching materials.

It also includes recruiting, training and deploying of ECE teachers, assessing and developing their performance through further training and coaching, and training and supporting Project Construction Committees to manage ECE construction.
