Luxembourg backs hospital in Borikhamxay

Patients will have more confidence in treatments after the opening of a new modern hospital yesterday in Borikhamxay province as part of an overhaul to raise health services to international standards in central and southern provinces in Laos.
This new hospital is the second supported by the Luxembourg government in Laos after endorsing plans for the construction of a hospital in Vientiane province over ten years ago.
The handover ceremony in Pakxan district of the province was attended by the Minister of Health, Associate Prof. Dr Bounkong Syhavong, Charge d’Affaires of the Embassy of Luxembourg to Laos, Mr Claude Jentgen, Governor of Borikhamxay, Mr Kongkeo Xaysongkham along with senior officials from the ministry, the Luxembourg Development Cooperation and guests.

The New Borikhamxay Provincial Hospital project, which began in 2015 was completed in 2018 according to plan.
The new hospital is built on an area of 2,300 square meters.
The total cost of the project is more than 38.3 billion kip (around 3.9 million Euros) including modern medical equipment provided with support from the Luxembourg government.
Dr Bounkong Syhavong told the handover new hospital ceremony that the new hospital project was in response to the health policy to improve the quality of service and infrastructure for patients and staff.
The new hospital building will be fitted out with modern equipment for use in diagnosis.
He said the new hospital will push the health policy of the ministry to fulfil five criteria of service excellence and one of patient satisfaction to increase access to better quality health services for all. 
Mr Claude Jentgen said the new hospital boasted three high-tech operating theatres, a central sterilising department, an expanded maternity department complete with two delivery room, as well as radiology and laboratory departments.
Specialized outpatient services included dentistry, physiotherapy, are nose-throat and eye clinics.
He said the opening of this new hospital would be of great benefit to the local community both concerning the services that it provides and also with regards to employment opportunities that it will offer.
A total of 180 staff will work at the hospital, of which 30 would be medical doctors and specialists, and 75 nurses and midwives with the remainder administrators and general staff.
Director of Bolikhamxay Provincial Hospital, Dr Bounhang Phommachanh said the new hospital building was in line with government policy which aimed to update healthcare using modern equipment and developing human resources while continuing to strengthen facilities and improving services through higher quality treatments and related technological innovations.
According to Luxembourg Development Cooperation in Laos, this new hospital under the  LAO/027 project will continue to provide onsite technical expertise in hospital management, nursing, and midwifery.
Collaboration with third-party organisations will complement the onsite expertise to strengthen the quality of services.
A three-year dedicated programme of scholarships is operational for the upgrading of skills of health care providers at both the new facility and in the province generally.
