Make sure all Sanamxay flood victims get cash handouts: President

Sanamxay district: The 500,000 kip cash handout promised to each of the families displaced by the flood in Sanamxay district, Attapeu province, after a nearby dam burst last month, has not yet been received by all households.
While visiting some of the affected families on Saturday, President Bounnhang Vorachit urged provincial authorities and other officials to expedite the process.
He said every family desperately needed money and should be told that the money had been deposited in the bank.
“All flood-affected families must be provided with financial assistance and the money must be put into their hands,” he added.
But the distribution of funds will take some time because there are about 7,000 homeless people in Sanamxay district. Many people are concerned that the money destined for destitute families will never reach them.

Donors in particular are anxious because they want to know that their donations actually reach people in urgent need of support.
President Bounnhang said each household should appoint a family head who would be responsible for distributing the money to family members, as this would simplify the process.
If a person has no family, then he or she is to be given their allocation directly and the payment will be completed.
Every family should be given cash as soon as possible as it is now almost one month since a dam at the Xe-Pian Xe-Namnoy hydropower plant was breached on July 23 and communities downstream were inundated.
President Bounnhang also gave advice to provincial authorities and members of the Cabinet that accompanied him in Attapeu about the provision of temporary accommodation for displaced people.
Most are currently living in schools and tents.
With more public and military assistance, the construction of temporary housing can be completed quickly but if the work is allocated only to construction crews, it could take a long time, the president said.
Homeless people should be given temporary housing quickly, because some of them may be ill, he added. The new buildings could still be unfinished next month if the job is done entirely by construction workers.
Every province in Laos has been flooded to some extent, as well as Vientiane.
Six districts in Khammuan province are flooded while in neighbouring Savannakhet nearly half of all rice fields and some houses have been inundated.
In Oudomxay province, many houses in Pakbaeng district have been submerged and a road has been cut off, while mudslides are also causing problems.
In Attapeu, where last month’s flash flood has caused the greatest hardship, President Bounnhang handed over 1 billion kip in emergency aid.
Before visiting Attapeu, the president and his delegation visited Khammuan and Savannakhet to witness the extent of the floods there.
