Vientiane province to receive irrigation systems
Farmers in Phonhong and Meun districts, Vientiane province, will soon have irrigation dams and canals to supply water to rice, cassava, sweetcorn, peas and other vegetable plantations, guaranteeing a reliable food supply and possible income. The Korea International Cooperation Agency (KIOCA) will provide assistance worth US$4.5 million towards the construction of the irrigation dams and canals in Vientiane province.
The project is still awaiting approval from the Korean and Lao governments. KIOCA and the Provincial Planning and Investment Department yesterday signed an agreement confirming they will undertake talks with their respective governments about the project.
The signing was witnessed by Vientiane Governor Mr Khammeung Phongthady and representatives from both parties.
Provincial Planning and Investment Department Director, Ms Singkham Khongsavanh, says the project, which will commence this year and is due for completion in 2010, is aimed at reducing poverty and increasing development in rural areas.
She said poverty reduction was one of the Lao government's socio-economic development priorities.
The venture also aims to improve living conditions, especially those of people in rural areas of the district.
Ms Singkham said the venture would heighten the relationship between Korea and Laos . The two governments are committed to long-term stability, good relations, mutual trust and comprehensive cooperation.
They also hope to increase high-level educational exchanges and expand cooperation not only in the area of rural development, but also national security, education, health, sports and tourism.
She said this was the second time KIOCA had provided assistance for a rural development project since last year.
“The budget and exact specifications of the project will be decided upon later, through mutual discussions between the two parties,” Ms Singkham said.
Ms Singkham said the two governments would cooperate in carrying out the project activities agreed upon between the parties.
She said the Korean government would send experts to install equipment and transfer operational skills to Lao construction and irrigation workers.
Ms Singkham said the Lao government would provide adequate land for the project and the infrastructure needed for construction such as electricity, water supply and drainage systems.
The government will also provide full-time security guards for the site during the construction period.
