Laos, Thailand collaborate on digital postal service initiative
The Ministry of Technology and Communications (MoTC) of Laos and Tech Siam International Co Ltd of Thailand have signed a memorandum of understanding (MoU) to launch a joint feasibility study on the development of a “Digital Postal Service System”.
The ceremony for signing the agreement was held in Thailand, marking a key step toward modernising postal services through regional cooperation and digital innovation.
The event was attended by the Deputy Minister of the MoTC, Mr Sayleuxa Insisienmay, and executives of the MTC and Lao Post Company. The Thai delegation included Police General Winai Thongsong and the executive directors of Tech Siam International Co., Ltd.
The primary purpose of this MoU is to develop and promote the digitalisation of the Lao PDR’s logistics and postal service sector, making it more modern, agile and efficient.
This initiative is a direct response to the era of expanding e-commerce and international trade, which demands an uninterrupted flow of goods and information.
For the MoTC and Laos, this collaboration is a critical step in executing the national economic strategy, aligning with both the Digital Economy Development Vision 2021-2040 and the Digital Economy Development Strategy 2021-2030.
This digitalisation effort capitalises on Laos’ geographic location as a central hub in the Mekong sub-region - a key advantage for regional connectivity in logistics and information flow that is vital for socio-economic growth in the digital age.
The MoU lays the groundwork for a detailed study to unlock the potential of a modern digital postal transport system. The cooperation is focused on achieving three main goals, including developing a Comprehensive Digital System. The two sides will jointly study the feasibility of creating a complete digital postal service system that enhances quality. This system will be designed to connect Laos with key regional partners, including Thailand, Vietnam, Cambodia and China.
The second goal is an assessment of infrastructure and challenges, and the two sides will conduct a detailed survey of the Lao PDR’s current infrastructure, gathering data on relevant regulations and studying existing challenges. This will include an understanding of the geographical context necessary for building a strong and sustainable future system.
The third goal is a blueprint for a modern service, and the two sides will conduct research and create a blueprint that incorporates an integrated e-commerce and e-trading platform, advanced transport management systems, and real-time vehicle tracking.
These modernised services are expected to significantly strengthen SMEs, support farmers in accessing markets, and provide greater convenience for consumers.
The partnership is a major step towards digitalising the postal logistics sector, creating a vital capacity for centralised postal monitoring and management, and enhancing the overall efficiency of state administration through modern tools.
