Govt, APB to provide secure access to electronic transactions
The Department of Digital Technology of the Ministry of Technology and Communications and Agricultural Promotion Bank Limited (APB) have ageed to partner in the development and provision of digital identity authentication systems to ensure secure access to electronic transactions in Laos.
An agreement was signed on December 17, 2025. The Department of Digital Technology was represented by the Director General , Ms Sirilak Sayabounsou, while APB was represented by Mr Philavanh Sophabmixay, Chief Executive Officer.

The signing ceremony was attended by the Minister of Technology and Communications, Prof Dr. Boviengkham Vongdara; deputy ministers; Chairman of the Board of Directors of APB, Mr Phongsavath Senaphuan; representatives from other ministry departments and the banking sector, and invited guests.
The memorandum authorises the two parties to share in the development and provision of digital identity verification services in line with the following scope of cooperation:
1. Develop and provide digital identity verification services (e-KYB, e-KYC) for various banking transactions and public and private sector services. In addition, a subsystem will be developed to verify customer trustworthiness (Customer Due Diligence) and authenticate electronic documents (Digital Trust Documents);
2. Establish and jointly operate a central database for identity verification that consolidates information from multiple parties, enabling banks, telecommunications companies, and other service providers to use it as a reference source for identity verification;
3. Conduct research and draft legislation, strategies, and policies related to the management and operation of the electronic identity verification system.
The partnership supports the implementation of the national vision, strategy, and digital economy development plan, particularly Strategy 2 on Infrastructure Development and Strategy 5 on Product and Service Development.
It also contributes to building a digital economy and bringing the digital transformation of Laos to reality.
