Swift response, joint rescue — Pak Beng Hydropower Project efficiently responds to natural disaster and secondary environmental emergency
In the early hours of 28 September, severe weather, including torrential rain and strong winds, triggered a natural disaster in Laos. An unfinished, idle workshop outside the concession boundary of the Pak Beng Hydropower Project collapsed during the event. Confronted with the sudden emergency, five on-site rescue personnel stepped forward courageously to secure assets and contain hazard spillover. While undertaking asset relocation and hazard elimination works, the five staff sustained minor injuries. Prompt medical care was provided, and all five were discharged from hospital on the same day. There were no fatalities or serious injuries in the incident.
Following the incident, under the unified deployment of the Xayabuly provincial authorities of Laos and on-site coordination by Ngeun district authorities, Pak Beng Power Company Limited and EPC contractor PowerChina mobilised swiftly and worked in tandem. The project immediately activated its environmental emergency response. In strict adherence to Lao environmental legislation and Mekong River Commission basin governance standards, an on-site emergency command centre was established to coordinate manpower, machinery and emergency materials. A full-chain emergency management system was deployed, covering monitoring and early warning, source control, on-site response, dynamic review, and public communication stabilisation. The government and project stakeholders maintained close collaboration and closed-loop management to bring the hazard under rapid and proper control.

Local Lao authorities attached high priority to the incident. The Secretary of the Ngeun district Party Committee led a task force comprising public security and emergency services to the site without delay to oversee rescue operations, assess risk conditions, and roll out prevention and control measures. Pak Beng Project Company and PowerChina, the EPC contractor, responded proactively and performed all activities in strict compliance with emergency management protocols. A scientific response plan was developed to deliver debris clearance, hazard surveys, slope stabilisation, environmental remediation, and risk isolation, effectively containing the spread of the disaster and associated secondary ecological risks. Thanks to fast mobilisation, scientific intervention, and precise control, losses from the natural disaster were minimised. The hazard remained confined to areas adjacent to the construction zone, with no adverse impacts on neighbouring villages, residents' livelihoods, or local socio-economic stability.
While executing site rescue works, EPC contractor PowerChina voluntarily extended its social responsibility commitments. It supported local authorities in conducting comprehensive safety inspections of residential houses and temporary structures belonging to villagers in nearby non-construction zones, identifying rainy-season hazards such as structural collapse, seepage, and landslides. The team also assisted the local government in conducting rainy-season safety awareness campaigns and livelihood support activities, protecting the lives and property of local residents. These tangible actions embody the social accountability of Chinese enterprises operating overseas and have earned full recognition from Lao local governments and communities.
The successful resolution of this sudden natural disaster and resultant environmental emergency represents a full-scale validation of the joint government-enterprise emergency response system and a live exercise for the Pak Beng Hydropower Project’s emergency management architecture. This joint rescue consolidated the emergency coordination mechanism between Lao local authorities and project entities, refined implementation workflows under the project’s overall emergency plan, and strengthened capabilities for rapid mobilisation, coordinated response, and risk mitigation during extreme weather events. It has built valuable practical experience for the project to handle natural disasters and unexpected environmental incidents on an ongoing basis, laying a robust foundation for the safe, green, and steady delivery of the project.
