Technology ministry, LADT ink landmark deal to advance national blockchain infrastructure
In a move to accelerate Laos’ digital transformation, Lao National Digital Technology Group Co., Ltd. (LADT) and the Ministry of Technology and Communication have signed a strategic cooperation agreement, marking a significant milestone in the country’s blockchain and digital finance development.
The agreement, signed on May 9, lays the foundation for in-depth cooperation between the two parties in building national blockchain infrastructure and supporting the development and compliant issuance of digital assets.
This marks a significant step in the Lao government’s involvement in national-level blockchain initiatives, signalling progress in the implementation of digital finance projects, including the ASEAN stablecoin “USDA”.
Those present at the MOU signing ceremony included LADT’s Chief Operating Officer, Ms Humble Wu, and Legal Representative Mr Meksavang Phommaly. Witnesses to the signing included the Vice President of the Lao Front for National Development, Mr Khamlay Sipaseuth, and Director General of the Department of Digital Technology, Ms Sirilack Sayabounsou, among others.
According to the Lao National Digital Technology Group, discussions between the company and the Ministry of Technology and Communication began in 2023.
After two years of rigorous development, testing, and design, the project has now moved into its implementation phase.
Under the agreement, LADT will lead the construction of the Lao National Blockchain Mainnet to support future applications such as e-government services, digital identity, electronic contracts, and supply chain finance. At the same time, the legal and compliant issuance pathway for the ASEAN stablecoin USDA has been formally confirmed by the Lao government.
Backed by fiat currency, USDA is set to become the first compliant ASEAN-wide stablecoin. The Lao National Digital Technology Group will lead the project technically, while its subsidiary NewPay will manage its payment circulation and deployment.
The partnership builds upon Decision No. 888/MOST issued in 2021, which recognised digital assets including both cryptocurrencies and tokens.
Under the new agreement, the Ministry of Technology and Communication has extended regulatory support to all future digital assets issued by LADT, highlighting the government’s growing commitment to advancing Web3 infrastructure in Laos.
Speaking to the Vientiane Times following the agreement signing ceremony, Ms Humble Wu stressed LADT’s dedication to helping Laos build a strong digital ecosystem, saying “LADT is proud to support the development of national blockchain infrastructure and help Laos raise its technological profile and financial influence within ASEAN.”
She also emphasised LADT’s commitment to nurturing local talent, announcing plans to collaborate with Lao universities and international institutions to build a skilled workforce for the digital economy.
In line with its corporate social responsibility, LADT is also exploring initiatives in education, inclusive financial services, and community welfare.
