Party Central Committee discusses preparations for National Party Congress
The 11th Central Committee of the Lao People’s Revolutionary Party convened its 10th Plenary Meeting on Monday to discuss preparations for the 12th National Party Congress.
The Congress is expected to take place early next year, when a new Party leadership will be elected to lead the country over the next five years from 2026-2030.

Chaired by Party Secretary General and President Thongloun Sisoulith, the five-day meeting is scheduled to review the outcomes of Party congresses in districts and cities - the lowest among the three levels of Party congress. The other two are provincial and ministerial congresses, while the National Party Congress constitutes the highest level.
Key outcomes of district and city Party congresses as well as congresses held by departments under ministries and provinces included the selection of the new Party leadership to lead those organisations over the next five years.
Representatives of those organisations were elected to attend the upcoming Party congresses of provinces and ministries.
The meeting, which is taking place at the Party Central Committee’s Office in Vientiane, will also provide guidance on the convening of Party congresses of provinces, the capital Vientiane, ministries, and ministry-equivalent bodies. Similarly, attendees of these congresses will pick new Party leaders to lead these organisations over the next five years. Participants will also elect their representatives to attend the 12th National Party Congress.
According to traditional practice, the 12th National Party Congress should take place early next year, when a new Party Central Committee for the 2026-2030 tenure will be elected.
Shortly after being elected, the new Party Central Committee will hold its preliminary session to elect Politburo members and the Party Secretary General.
In addition to selecting new Party leaders, all levels of congress will adopt political reports that summarise the leadership performance of the current Party committees and outline the development roadmap and agenda that incoming Party committees will be required to fulfill in their leadership role.
Participants of the five-day meeting are also discussing five draft documents to be submitted to the 12th National Party Congress.
These comprise a political project of the Party; a political report; a socio-economic development plan; amended Party regulations; and an assessment of the overall leadership of the 11th Party Central Committee.
The meeting is also reviewing implementation of the socio-economic development plan, budget and monetary plans over the first six months of 2025, which is the last year of the five-year National Socio-economic Development Plan for 2021-2025, and discussing ways to fulfil the remaining goals during the last six months of these plans.
