Oudomxay eyes multi-faceted development, economic and financial challenges prioritized
Oudomxay province will focus on implementing economic tasks linked to the national agenda for resolving economic and financial difficulties and urgent government issues in the last six months of 2025.
The province aims to ensure that its economy achieves targets approved by the Provincial People’s Council through the continued implementation of the Socio-Economic Development Plan and the 2025 Annual State Investment Plan.
The Governor of Oudomxay, Mr Bounkhong Lachiemphone, spoke to media representatives in Vientiane recently while participating in a government meeting and highlighted the province’s key achievements during the first six months of 2025.
The Oudomxay provincial administration, he said, has carried out its duties under national conditions that continue to face various difficulties and challenges.
In the first six months of 2025, the province collected revenues worth 181.66 billion kip, representing 74.06 percent of the annual plan. Of this, the central share accounted for 13.90 billion kip (55.60 percent of the annual plan), and the local share was 167.76 billion kip (76.19 percent of the annual plan).
The province’s total expenditure was 291.06 billion kip or 42.03 percent of the annual plan.
Mr Bounkhong said state investment projects, domestic and foreign private investment projects, official development assistance projects, and bank capital will be executed as planned.
Efforts will focus on creating an environment conducive to investments to continuously attract domestic and foreign funding for the province’s development.
Private investment projects will be implemented in accordance with signed Memorandums of Understanding and agreements, and strict measures will be taken against projects that fail to comply with agreements.
According to a report on the province’s performance during the first six months of this year, its achievements include the successful execution of various state investment projects, domestic and foreign private investment projects, official development assistance projects, and bank capital initiatives, with all these schemes showing good progress.
During this period, the province mobilised a total of 3,791.82 billion kip for socio-economic development, exceeding its target by 58 percent.
However, Oudomxay province continues to grapple with economic and financial hardships, and undesirable elements are causing disturbances and instability, while various social ills persist and spread.
These issues have impacted the leadership and guidance of the provincial administration and the livelihoods of officials, Party members, armed forces, and ethnic groups.
One prominent incident was the severe fire and explosion in Xay district of Oudomxay. All such incidents were promptly addressed, ensuring that the province maintained strong political stability, with a fundamentally peaceful and orderly society, and continued socio-economic development.
Despite these challenges, due to the political responsibility and diligent efforts of the provincial administration, the IX Socio-Economic Development Plan, the 2025 Annual Socio-Economic Development Plan, the two National Agendas, and urgent government tasks have been continuously implemented.
Concurrently, efforts have been concentrated on revenue collection, leveraging the province’s potential, plugging revenue leakages, and improving revenue management mechanisms.
This involved bringing informal business units into the formal system, managing revenue collection data with modern systems, and strictly enforcing revenue collection from natural resources, mining projects, and land lease-concession activities.
These measures have led to an improving trend in the province’s revenue share. Expenditure has been strictly managed according to the plan approved by the Provincial People’s Council, ensuring expenditure on the government’s priorities.
