MOU signed for 1st ‘IICT & Huawei ICT Academy’ in Laos

The Institute of Information Communication Technology (IICT) of the Ministry of Technology and Communications and Huawei Technologies (Lao) Sole Co., Ltd signed a memorandum of understanding (MOU) to jointly develop digital resources at the first “IICT & Huawei ICT Academy”.
The MOU, signed on June 15, 2023, reflects the government’s emphasis on modernisation, including developing the Huawei ICT Academy’s curriculum, training students and public sector employees responsible for education services, certification of teachers’ standards, support for internships and scholarships, organising seminars, using online platforms, collaborating in technical research, and developing local employees with ICT talent.

At the signing of the MOU, Dr Padapxay Sayakhot, Deputy Director General of the IICT, said modernisation is a task the party and the government have given importance to and it is critical for all sectors. This is expressed in the resolutions of the 11th Congress of the Party and the National Assembly, and the Government’s promulgation of the national digital economy development vision for 20 years (2021-2040), 10-year national digital economy development strategy (2021-2030) and five-year national digital economy development plan (2021-2025).
The development of infrastructure and use of digital systems are among eight strategies and 14 programmes of the National Digital Economy Development Plan.
The Ministry of Technology and Communications has cooperated with domestic and foreign parties to promote the development of such works. This includes cooperation with Huawei Technologies (Lao) Sole Co., Ltd in creating a digital government and developing digital human resources, considered one of the priorities in modernising the government and using technical knowledge to serve society.
Mr Hua Zhimeng, CEO of Huawei Laos, said, “Huawei has been in Laos for 25 years. Our vision is “In Laos for Laos, bring digital to every person, home and organization of Laos, be the most trusted partner, for a better greener future”, as a leading ICT company, adopts a globalised development strategy and values localisation in countries and regions where we operate. In order to realise sustainable growth, we attach great importance to acquiring local talent and ICT talent cultivation. The MoU represents a big step for Huawei Laos as we are aiming to build the first Huawei ICT Academy in Laos, a technical training programme between global college and university students, facilitating international talent development and exchanges. With this Academy, Huawei will share our industry expertise and skills that are in high demand to students and teachers in IICT and help train needed talent to support Laos’s digital development.”
The MOU was signed by Dr Padapxay Sayakhot and Mr Hua Zhimeng, and the event was witnessed by Dr Boviengkham Vongdara, Minister of Technology and Communications, Deputy Ministers, Heads of Offices, Departments, Centers and Institutions, Mr Zhao Wenyu, Counsellor of Chinese Embassy in Laos, Mr Liu Dazhou, Vice President of Huawei Asia Pacific Region, and technical staff from both sides.
