Storm Noru on track to hit Laos 

Central and northern regions of Laos are advised to keep track of weather forecasts regarding a tropical depression in the Pacific Ocean. 
The depression is likely to develop into a tropical storm, named "Noru", and then move across the South China Sea.
The storm is expected to make landfall in Vietnam on September 26 and could then pass over central and northern Laos on September 27-28, bringing heavy rain.
The Meteorology and Hydrology Department warns that it will bring thunderstorms and strong winds in the northern provinces of Phongsaly, Huaphan, Xieng Khuang, Luang Namtha, Bokeo, Oudomxay, Luang Prabang and Xayaboury.
Storm Noru is also expected to affect Vientiane and the provinces of Xaysomboun, Vientiane, Borikhamxay, Khammuan and Savannakhet.
People in these areas should be prepared for heavy rain and the possibility of flooding, especially at the bottom of hillsides, around waterways, and in low-lying areas. Everyone is advised to listen to weather forecasts issued by the department and take the necessary steps to protect their homes.
Thailand’s meteorological department said the depression formed in the Pacific Ocean to the east of the Philippines.
It has intensified into Storm Noru and will move through the Philippines heading into the South China Sea from September 25-26.
This storm is expected to move ashore in upper Vietnam from September 27-28, affecting the north and northeast and bordering areas of Laos and Thailand, bringing heavy rain and strong winds from September 27-29.
Storm Noru is the 16th tropical cyclone to develop this year, with the name “noru” meaning elk and given by the Republic of South Korea.
The storm is currently east of Luzon in the Philippines. The Philippine National Astronomical, Geological and Atmospheric Service reported that the storm had increased in strength from 65 kilometres per hour to 75 kilometres per hour.
It is now moving away from Luzon to the north and is expected to intensify into a powerful tropical storm on the morning of September 25, bringing torrential rain.
