LNSW continues to digitise customs operation and simplify trade formalities by deploying
its single window system at Khammuan and Savannakhet International Checkpoint

The Lao National Single Window (LNSW), a fully digital system developed through a joint venture between Bivac Lao and the Lao Ministry of Finance, provides services to help promote cross-border trade and develop the government’s tax collection capacity.
The LNSW lowers the cost of doing business by significantly increasing speed, transparency and monitoring in the import, export and transit of goods and equipment across the country.
The streamlined system is a crucial tool in the development and improvement of economic growth.
Today, the LNSW continues to support the government’s efforts to modernise customs operations and trade-related formalities across the country.
On July 18-19, the system was launched at international customs checkpoints in Khammuan and Savannakhet provinces, in accordance with notices No. 1872, dated July 15, 2022, and No. 1885, dated July 18, 2022, issued by the Ministry of Finance. The launch was chaired by the Deputy Director General of the Customs Department, Ministry of Finance, Mr Saymanolin Sinbandhit.
In addition, the LNSW team is working to improve the user experience by recently integrating the local banking solution BCEL One into its payment ecosystem.
Economic operators using the system are now able to choose between various methods of payment, such as Smart tax, I-Banking, BCEL one Corporate Banking, money transfers and cheques.

Mr Stephane Gil (centre) explains how the LNSW works.

These milestones follow the recent kickstart of operations at the Boten International Customs Checkpoint, and align with a request from the Ministry of Finance to use the LNSW digital platform at all international borders and airports in Laos.
The system is now operational at the Thanaleng Dry Port and the Boten, Khammuan and Savannakhet border crossings.
There are now plans to deploy the system at the Vang-Tao border crossing in Champassak province and at other international customs checkpoints.
Widespread use of the system will integrate Laos within the Asean Single Window (ASW), one of the key schemes on the road to the realisation of the Asean Economic Community (AEC).
As introduced by the Association of Southeast Asian Nations, the Asean Single Window is a regional electronic platform that promotes Asean economic integration by enabling the electronic exchange of border trade-related documents among member states.
Traders can exchange customs documentation through the ASW platform, expediting cargo clearance and reducing paperwork. This boosts regional trade efficiency and competitiveness for inclusive economic growth.
Mr Stephane Gil, the CEO of Bivac Lao/LNSW, said “All the economic operators and shipping agents in Laos that are engaged in business relating to import, export and transit are encouraged and welcome to contact the Bivac Lao/LNSW office in Naxay village to learn about the system and ease their trade related formalities.”
