Eleven major policies to revive democracy, advance towards socialism
The Party’s political programme introduces 11 major policies to fulfil its goals to rejuvenate the people’s democratic regime and advance towards socialism.
At the 12th Party Congress which opened this morning, Comrade Thongloun Sisoulith, Secretary General of the Party Central Committee, outlined the following 11 policies:
First: Create a systematic and modern socialist-oriented market economy. This includes diverse economic sectors, ownership forms, and production models where state enterprises play the leading role and other sectors contribute to strengthening the country’s economic base.
- Second: Advance industrialisation, modernisation, and digitalisation driven by scientific research and technology. By leveraging digital technology as a synergy for growth, the state will promote leading manufacturing and essential service sectors.
- Third: Prioritise environmental protection, restoration, and climate change resilience. Development must ensure a balance between social progress and environmental sustainability through a green and circular economy.
- Fourth: Foster socio-cultural development by preserving Laos’ fine traditions while building a democratic, just, and civilised society. This includes creating a united platform for all ethnic groups, respecting their freedoms, and prioritising education and science as keys to an improved quality of life nationwide.
- Fifth: Build the capacity of the Lao people to meet the needs of the new era. This involves fostering a strong sense of patriotism, loyalty to the new regime, and gratitude to forebears, encouraging the Lao people to become dedicated socialists.
- Sixth: Strengthen national defence and security across all walks of life. Under the absolute and direct leadership of the Party, the nation will build a modern defence force and enhance security potential in all respects.
- Seventh: Adhere to the Party's foreign policy to safeguard and build Laos. This involves expanding regional relations, prioritising strategic friends and neighbours, and pursuing multilateral cooperation through Party, State, and public diplomacy.
- Eighth: Build a transparent and solid Party to ensure its hold on power. This requires strengthening ideological systems, fighting "self-transformation" and "self-degradation", and improving the oversight of Party discipline and State laws to maintain the revolutionary spirit.
- Ninth: Create a people’s democratic state governed by the rule of law. The Constitution and other laws shall be supreme, ensuring a state that is transparent, responsible, and unified in its power while fulfilling its obligations to all citizens.
- Tenth: Encourage greater solidarity among citizens, firmly instill a desire for solidarity; change the method of working with the masses and mobilising the masses; and build and guide mass organisations to operate correctly according to their set roles and duties.
- Eleventh: Continuously promote people’s ownership rights. This aims to ensure that all people participate in improving Party guidelines and State laws based on the following tenets: let the people know, consult, implement, monitor, and legitimately benefit.
