EDL signs pact with private firm to establish cyber security operations centre

The Electricite du Laos (EDL) has signed an agreement with OLV Innovation Co Ltd (OLV) to implement a Cyber Security Operations Centre (CSOC) and Cyber Threat Countermeasure Project, marking a significant step in strengthening cybersecurity for the country's critical power infrastructure.
The ceremony for signing the pact was held at the EDL headquarters on Monday. The agreement was signed by EDL’s Deputy Managing Director, Mr Souliya Manivong, and the President of OLV, Mr Monta Voramalit, in the presence of senior executives and technical officials from both sides.
This project is part of EDL’s broader digital transformation strategy, as the state power utility transitions its management and operational systems into more advanced digital platforms. With increasing reliance on digital infrastructure, the establishment of a CSOC is seen as essential for countering evolving cyber threats.
The CSOC will serve as a centralised monitoring and command centre, operating round the clock to detect, analyse and respond to potential cyber incidents. The initiative aims to enhance the stability, resilience and security of EDL’s systems, considered vital to national infrastructure.
Mr Monta Voramalit said the agreement follows more than a year of joint feasibility studies, which began in February 2025. He expressed confidence in the project’s implementation, citing OLV’s experience in developing technology infrastructure and installing CSOC systems for banks and leading enterprises in Laos, in collaboration with international cybersecurity specialists.
Under the agreement, OLV has made commitments in five key areas - deploying advanced cybersecurity technologies, transferring technical knowledge to ensure EDL personnel can independently operate and manage the system, maintaining strict quality standards and meeting the targeted timeline for full operation by the end of 2026, providing strategic IT consultancy, and upgrading EDL’s computer network and data centre to align with modern international standards.
The establishment of the CSOC is expected to strengthen public and investor confidence in the reliability and security of EDL’s digital systems. It also reinforces EDL’s ICT vision with the slogan “Modern, Stable and Secure”, as the utility advances its digital agenda in line with international best practices.
