Minister calls for intensified focus on livestock and fisheries plan
The Minister of Agriculture and Environment calls on livestock and fisheries officials to improve the quality of service and coordination mechanisms, and create an environment that is conducive to robust business operations.
Minister of Agriculture and Environment, Dr Linkham Duangsavanh, gave a speech at a meeting held at the ministry on February 17 to summarise the implementation of livestock and fisheries development work in 2025 and the goals of the 5-year plan for 2026-2030.
He urged officials to attract more domestic and foreign investment in the large-scale commercial production of livestock and aquatic animals, in order to boost trade.
He also advised them to prevent, monitor and control animal diseases and, if an outbreak should occur, to take prompt steps to prevent the spread of disease.
Other requirements to bolster agricultural trade are to pursue negotiations on SPS requirements with trading partners to maximise the export of live animals, and finished and semi-finished products.
The minister also called for greater devotion to duty on the part of livestock and fisheries officials at every level, as well as border officials.
More and better qualified veterinarians are required, he added, as well as specialised technical staff to ensure operations improve in terms of both quantity and quality.
In addition, the minister recommended continued creation, improvement, and circulation of laws, sub-laws, and technical manuals as references for macro-management and the future development of livestock and fisheries.
He also instructed officials to increase the production of livestock and aquatic breeds to meet rising demand.
The meeting agreed on the goals of the 2026 plan and the 5-year plan for 2026-2030 on organising, implementing, promoting, and circulating legislation.
It was acknowledged that production in the animal husbandry and fisheries sectors should be stepped up in line with the government’s independent economic policy, which requires improving product standards, as well as improved varieties, production techniques, and innovation.
Product standards must be established and the health of livestock must be maintained through increased vaccination and appropriate control of disease outbreaks.
Given the increasing demand for animal feed, the best way forward is to bolster production in Laos through the involvement of existing factories and companies, while also resolving problems that currently hinder the production of animal feed.
To ensure the success of livestock farming, it is necessary to introduce more breeds of animals and fish by encouraging business operators to play a stronger role in this field of development.
Livestock and fisheries officials will speed up the signing of a Memorandum of Understanding on the establishment of an aquatic animal museum and efforts to comply with sanitary and phytosanitary (SPS) regulations.
These regulations are essential in the production of livestock and crops intended for export.
In addition, international standards must be complied with, and questions raised by trading partners answered fully and promptly, so that the necessary export procedures can be completed quickly.
