He noted that the Sokxay Group would co-invest in every fund established and managed by Abacus Capital, signalling a strong commitment to the domestic financial ecosystem.
Ms Phengsy Phengmeuang congratulated the company, saying fund management is a new financial product with strong potential to strengthen Laos’ financial ecosystem. She reaffirmed LSCO’s dual role as regulator and supporter, encouraging the development of a robust and sustainable capital market structure.
At the event, a member of the Board of Directors, Dr Piya Wongpit, presented a case study from Norway, highlighting the Government Pension Fund Global (GPFG).
The fund was established to save and invest oil and gas revenues for the long term rather than spending them immediately. Currently valued at over US$1.6-1.8 trillion, it is one of the largest sovereign wealth funds in the world. The fund primarily invests in global equities, bonds, and real estate, with a fiscal rule limiting annual withdrawals to no more than 3 percent to maintain stability and sustainability.
Abacus Capital Fund Management Co., Ltd. is a fund management company with a vision to develop Laos’ capital structure to meet international standards.
The company currently offers two main investment products: the Local Investment Fund, which focuses on private equity investments in SMEs, real estate, and other domestic sectors, providing not only capital but also capacity building, strategic networking, and the application of modern innovations, including artificial intelligence, to enhance management and operations; and the International Investment Fund, which invests in overseas stock markets, including the United States and other countries, aiming to diversify risk and increase opportunities for returns.
The launch of Abacus Capital marks a new chapter in Laos’ financial sector development, reflecting growing momentum in the country’s capital market and its increasing alignment with international investment standards.

By combining domestic and international investment opportunities with professional fund management, the company aims to attract wider investor participation and contribute to the sustainable growth of the Lao economy.
