Governance, development plans top agenda at Party meeting

Strengthening internal governance, clarifying leadership at the central and provincial levels, and advancing the 10th five-year National Socio-Economic Development Plan for 2026-2030 are the items topping the agenda at the 2nd plenary meeting of the 12th Central Committee of the Lao People’s Revolutionary Party, which opened on Tuesday and continues for three days.
The meeting is chaired by Party Secretary General and State President, Thongloun Sisoulith, and is attended by members of the Politburo of the Party Central Committee, the Party Central Committee Secretariat, and full and alternate members of the Party Central Committee.
The main aim of the session is to translate the decisions made at the 12th Party Congress into concrete action through seven priority agenda items.
The first item is approval of the 12th Party Central Committee’s plan of work, which will guide the Party’s direction and priorities during the new term.
The second is the adoption of a working system and methods relating to the rules of operation, procedures, and leadership practices of the Party Central Committee. The third agenda item involves the division of responsibilities among Party Central Committee members to ensure clarity and accountability.
The fourth agenda item seeks to define the roles, rights and duties of provincial Party Committee Secretaries and Governors to strengthen governance at the provincial level.
The fifth is the establishment of tasaeng (sub-districts) and the organisation of their grassroots Party structures. The sixth agenda item concerns guidelines for village organisation and management to ensure effective administration at the community level.
The seventh and final item is the review and approval of the plan of implementation for the 10th five-year National Socio-Economic Development Plan, with a focus on priority projects.
Mr Thongloun observed that the meeting takes place amid nationwide celebrations following the election of members of the 10th National Assembly and 5th Provincial People’s Councils, as well as the circulation of documents relating to the 12th National Party Congress.
He described the Party’s plenary session as a significant and breakthrough meeting that will pave the way for effective implementation of the Resolution adopted by the Congress.
The overall objective is to strengthen unity, enhance leadership effectiveness, and ensure policies are translated into practical and measurable outcomes, he said.
The Party Secretary General called on Central Committee members to uphold their political responsibilities, provide targeted and practical recommendations, and focus on actionable solutions to drive strong, comprehensive, and sustainable national development.
