China to build wind farms in northern Laos

The government and a Chinese company last week signed an agreement on the construction of wind farms in Luang Namtha and Oudomxay  provinces, to support energy security in Laos and China.
The agreement, which supports Phase II of the Northern Clean Energy Connection Project, was signed between the Lao government and CGN Energy Technology (Laos) Co., Ltd.
A wind farm with an installed capacity of 450MW will be built in Sing and Long districts of Luang Namtha province, while a 106MW wind farm will be built in Xay district, Oudomxay province.
The two wind farms follow on from Phase I of the clean energy development project, under which a 1,000MW solar farm is being built in Xay and Namor districts of Oudomxay province, and is another step on the road to bolstering energy security in Laos and China, the Pathetlao Daily newspaper reported.
Minister of Energy and Mines, Mr Phoxay Sayasone, said the initiative marks another significant milestone in Laos-China cooperation under the Belt and Road Initiative following construction of the Laos-China Railway.
It will be integrated into the 500kV Laos-China power transmission network, enhancing energy efficiency and expanding regional electricity distribution.
The government also envisages that the company will contribute to social development, including education, healthcare, and infrastructure improvements in surrounding communities, Mr Phoxay said.
He expressed the hope that these developments would see Laos become an important hub for electricity connectivity in the region and help meet the increasing demand for electricity in Laos.
The President of China’s CGN Energy International Holdings Co., Ltd., Mr Zhang Chaoqun, said “We will continue to promote the development and construction of high-quality clean energy connection projects in northern Laos.”
“We will help Laos develop the clean energy sector and local human resources, as well as establish clean energy projects that are suitable for local consumption to contribute to the country’s development.”
The wind power projects in northern Laos represent another major step towards the country’s goal of becoming the battery of Southeast Asia by leveraging clean energy sources such as hydropower, solar, and wind power.
These initiatives will not only enable Laos to increase electricity exports to neighbouring countries but also help reduce carbon emissions and promote sustainable regional development, bringing long-term economic, social, and environmental benefits.
