Commission for Information and Education opens Party Congress, sets strategic direction for 2026-2030

The 6th Party Congress of the Commission for Information and Education of the Central Committee of the Lao People’s Revolutionary Party officially opened in Vientiane on Thursday, aiming to chart a new strategic direction for strengthening the Party’s information, education and ideological work over the next five years.

The two-day congress has brought together senior Party leaders, delegates, retired officials and invited guests to review achievements from the previous term and outline priorities for the 2026-2030 period.
Politburo member and Standing Member of the Secretariat of the Party Central Committee, General Vilay Lakhamfong, attended the opening ceremony.
Delivering the opening remarks, Politburo member, Party Secretary and Head of the Commission for Information and Education of the Central Committee, Mr Khamphanh Pheuyavong, highlighted the importance of the congress in shaping future policies and enhancing the effectiveness of the Party’s communication and ideological work.
The new strategy seeks to elevate information, education and ideological work to a “new quality” standard through the implementation of nine major programmes and 42 projects over the next five years, according to a work report presented at the congress.
The strategic framework is designed to support the implementation of the Resolution of the 12th National Party Congress and the 10th Five-Year National Socio-Economic Development Plan (2026-2030).
Key priorities include the publication and dissemination of the “3rd Political Programme”, along with summaries of achievements made during the 40 years of implementing the Party’s renovation policy and other major documents adopted by the 12th National Party Congress.
The commission also plans to streamline its organisational structure at both central and local levels to improve operational efficiency and strengthen coordination.
To improve the quality of personnel, the congress stressed the importance of enhancing the theoretical knowledge and professional skills of officials in the sector, including through short-term and long-term overseas training programmes.
Recognising the growing influence of digital technology and social media, the commission pledged to accelerate digital transformation efforts by transitioning Lao media systems from analogue to digital platforms.
Amid increasing concerns over misinformation and fake news circulating on social media, the commission also plans to establish new mechanisms to counter distorted information in a timely and effective manner through various media channels.
The strategy further emphasises the importance of expanding international cooperation to strengthen the sector’s capacity and exchange experience with foreign partners.
Mr Khamphanh described the congress as an important platform for assessing the implementation of the Resolution of the 5th Party Congress of the commission while defining future priorities to further strengthen Party information and ideological work in line with national development goals.
During Thursday’s session, Mr Khamphanh, serving as secretary of the 5th Party Committee of the commission, along with other outgoing committee members, formally announced their departure after completing their five-year term, paving the way for the election of a new leadership team.
The congress later elected 17 members from a pool of 20 candidates to form the 6th Party Committee, which will lead the commission over the next five years.
Following the election, the newly-elected committee convened its first session to elect a new Party secretary, deputy Party secretary and other key leadership positions within the commission. The election results are expected to be announced on Friday.
