Signing of the Laos–Australia Sustainable Energy Partnership Phase II (LASEP II)
Advancing a Shared Vision for a Sustainable and Inclusive Energy Future
The Government of the Lao People’s Democratic Republic and the Government of Australia last Friday signed the Subsidiary Arrangement for Phase II of the Laos–Australia Sustainable Energy Partnership (LASEP II), reaffirming their longstanding partnership and shared commitment to advancing sustainable, resilient, inclusive and equitable energy development in Lao PDR.
The Arrangement was signed by Dr Manothong Vongsay, Deputy Minister of Industry and Commerce, on behalf of the Government of the Lao PDR, and Mrs Megan Jones, Australian Ambassador to the Lao PDR, representing the Government of Australia through the Department of Foreign Affairs and Trade (DFAT).
The Program reflects the shared priorities of both Governments in advancing clean energy cooperation, supporting economic resilience, and promoting inclusive growth.
Dr Manothong Vongsay, stated that:
“Last Friday’s ceremony marks a significant milestone in our bilateral cooperation. With the formal signing of this agreement, our partnership officially transitions from design to active implementation. Our shared purpose is clear: to support the Government of the Lao PDR in realising a more financially sustainable, resilient, and inclusive energy sector.”
Ms Benita Sommerville, Australia Deputy Ambassador to the Lao PDR, stated that: “As Laos continues its transition toward a greener and more diversified energy future, Australia is proud to support efforts to strengthen energy planning, regulatory frameworks, governance, and the enabling environment for renewable energy investment. Phase 2 of LASEP will continue supporting one of the most significant reform priorities in the sector, revision of the Electricity Law.”
The Government of Australia (GoA) will contribute AUD7.5 million to LASEP Phase II between 2026 and 2031 This support will contribute to the implementation, management, and monitoring of program activities.
LASEP Phase II will continue support the Lao PDR in strengthening energy sector governance, improving planning, enhancing regulatory and institutional frameworks, and advancing renewable energy readiness, while promoting knowledge exchange, technical cooperation, and inclusive sector development.
