Party leader urges accelerating organisational reform for effective governance system

Secretary General of the Lao People’s Revolutionary Party (LPRP) Central Committee and President of Laos, Thongloun Sisoulith has called for continued reforms and the streamlining of state organisational structures to create a more compact, modern and effective administrative system.
The leader also underscored the need for further effort to build a clean, strong and capable political system that can effectively meet the country’s development needs, according to Pasaxon newspaper.
Addressing the 12th National Organisational and Personnel Work Meeting in Vientiane on Friday, President Thongloun stressed the importance of strengthening institutions and leadership development.

He said improving organisational structures and personnel systems remains essential to supporting national development goals and improving governance.
The President emphasised that personnel work remains the foundation of all tasks and a decisive factor in the success of national development, saying effective implementation of Party and state policies depends heavily on the quality of leadership and human resources at all levels.
The meeting was attended by Politburo member and Standing Member of the Secretariat of the Party Central Committee, General Vilay Lakhamfong; Politburo member, Secretariat member and Head of the Party Central Committee’s Organisation Committee, Sisay Leudetmounsone; along with representatives from ministries, state agencies, provinces and other sectors.
President Thongloun praised the achievements of the sector over the past five years, commending efforts to strengthen leadership, governance and institutional development.
He said further work was needed to strengthen the country’s political system through better personnel planning, leadership development and effective civil service management.
Describing personnel work as “the root of all important tasks”, President Thongloun said the quality of human resources would determine the success or failure of development efforts. He called for continued improvements in personnel planning and the development of leadership and management personnel capable of responding to future challenges.
He also emphasised that organisational reforms would help strengthen economic management, social administration and public service delivery, while enhancing national defence and security.
The President highlighted the government’s target of establishing all 621 sub-districts (tasaeng) nationwide by 2027, saying they should function as grassroots centres for implementing policies, delivering public services and addressing local concerns.
President Thongloun also stressed the importance of patriotic and development-oriented competitions, saying stronger recognition and award systems could encourage innovation, improve productivity and increase public participation in national development.
