Prime Minister Sonexay Siphandone presides over the opening of the first government cabinet meeting of 2026 on Wednesday.


Cabinet weighs reforms to boost governance, rural development


The government is considering a series of governance reforms and new measures to support rural development and poverty reduction as leaders gather in Vientiane to review economic performance and set priorities for the remainder of 2026.
The issues are among the key items under discussion at the first expanded government cabinet meeting of 2026, which brings together Deputy Prime Ministers, cabinet members, heads of Party and State organisations, and provincial authorities for a two-day review of national development efforts.
A major focus of the meeting is the proposed reform of public administration and civil service management. Participants are discussing a revised decree on administrative positions for civil servants and a draft decision governing the organisation and operation of district administration committees.
The reforms are intended to modernise state administration, improve efficiency and transparency, clarify responsibilities among government agencies, and strengthen personnel management across the public sector.
Another important item on the agenda is the draft National Agenda on Rural Development and Poverty Alleviation, which is expected to be submitted to the National Assembly next month.

 

The initiative forms part of broader efforts to improve living standards, reduce poverty and advance implementation of the 10th National Socio-Economic Development Plan for 2026-2030.
Opening the meeting on Wednesday, Prime Minister Sonexay Siphandone said the government must remain focused on addressing both domestic and external challenges while accelerating implementation of priority programmes.
He noted that the international environment remained complex and uncertain, with geopolitical tensions, trade disputes and increasing competition among major powers continuing to affect the global economy.
According to the Prime Minister, ongoing instability in the Middle East has added to uncertainty in energy markets, while inflationary pressures and energy security concerns continue to affect countries worldwide.
Laos also faces domestic economic pressures, including rising fuel and import costs, exchange-rate challenges, and external debt obligations that affect macroeconomic stability.
In addition, global supply chain disruptions, slower growth among key trading partners, climate change and natural disasters have created challenges for exports, tourism and foreign investment.
The Prime Minister also highlighted a number of domestic issues requiring continued attention, including environmental degradation, illegal exploitation of natural resources, deteriorating infrastructure, cybercrime, and the possession of illegal weapons.
Despite these challenges, he said Laos remains well positioned to benefit from regional connectivity initiatives, particularly the Laos-China Railway and regional cooperation frameworks that could help drive economic growth and national development.
The meeting is also reviewing implementation of the socio-economic development plan, state budget and monetary policies during the first half of the year, and progress in carrying out the government’s priority programmes.
Reports are being presented by the Prime Minister’s Office, Ministry of Finance and other ministries responsible for national defence, public security, foreign affairs, public works and transport, industry and commerce, and financial management.
Prime Minister Sonexay called on government agencies at all levels to strengthen coordination and ensure the effective implementation of policies and development programmes.
The meeting is expected to adopt a number of resolutions and priority measures to guide government action during the second half of 2026, particularly in the areas of economic management, governance reform, rural development and poverty reduction.
