Upgrade of Vientiane’s Sikhai-Sikeuth road now officially complete

A newly upgraded 6-kilometre stretch of Road No. 13 North, running from the Sikhai Junction in Sikhottabong district to the Sikeuth Junction in Naxaithong district, has been officially completed and handed over to authorities.
A handover ceremony took place in Vientiane on Wednesday, attended by Minister of Public Works and Transport, Mr Leklay Sivilay; Vientiane Vice Mayor, Mr Sirilaththongsin Thongpheng; officials from the Vientiane Public Works and Transport Department; district authorities; and representatives from the Tang Charoen (TCR) Group Co., Ltd, the construction company responsible for the project.

The newly upgraded 6-kilometre stretch of Road No. 13 North, running from the Sikhai Junction in Sikhottabong district to the Sikeuth Junction in Naxaithong district.

The upgraded road now spans 23 metres in width, paved with 25-centimetre-thick reinforced concrete to ensure durability, according to the President of the Tang Charoen (TCR) Group Co., Ltd, Mr Hua Sengaloun.
The highway meets modern urban road standards, featuring four lanes for smoother traffic flow, a central median for safety, sidewalks on both sides, drainage ditches and covered concrete culverts, LED street lighting at 4 locations, a modern traffic light system, road markings, and traffic signs for better navigation, he said.
Despite facing numerous obstacles, including heavy traffic and adverse weather conditions, the company successfully completed the construction and repair of the road in accordance with the contract signed with the project owner, Mr Hua said.
In 2024, early heavy rains caused flooding along the construction site. However, the company prioritised road repairs and maintenance to ensure uninterrupted traffic flow. Despite these challenges, the reinforced concrete pavement was fully completed by early February 2025, with all work finalised as per the contractual agreement, he added.
Under the contract between the Tang Charoen (TCR) Group Co., Ltd and the Department of Bridge and Roads, Ministry of Public Works and Transport, the company is responsible for maintaining the road for an additional three years using government funds.
“After construction finished in March 2025, we established a dedicated maintenance unit in April 2025, which will continue its work until March 2028 when the contract ends,” Mr Hua said.

During the handover ceremony, Mr Hua expressed deep appreciation to the Lao government, donors, and all relevant parties for their guidance and support, which ensured the project’s success.
He also formally presented the project’s achievements to the project owner for continued joint maintenance efforts.
Head of the Project Management Committee for Road No. 13 North, (Phonhong section), Mr Ratsamee Aliyavongsing, said an evaluation committee reviewed the project in April 2025.
The Director General of the Bridge and Roads Department subsequently issued a certificate of approval, acknowledging Tang Charoen (TCR) Group Co., Ltd.’s high-quality, on-schedule completion.
“The contractor completed renovation and construction within 18 months, delivering excellent results,” he said.
He credited this success to strong collaboration between the project owner, contractors, donors, local authorities, and other stakeholders.
Mr Ratsamee urged the project management team to sustain maintenance efforts to ensure the road’s long-term usability.
On the same occasion, the Tang Charoen (TCR) Group Co., Ltd donated 200 million kip each to the Ministry of Public Works and Transport and the Vientiane Administration Office to support disaster management initiatives.
