Laos, Russia conclude negotiations on treaty to protect citizens

The prosecutorial sectors of Laos and Russia have reached consensus on a draft treaty aimed at protecting citizens of the two countries from violations of their rights under international justice, following negotiations held via video link on September 15.
The negotiations, conducted between Vientiane and Moscow, were held in accordance with a decision of the Lao government, according to the Office of the Supreme People’s Prosecutor.
The Lao delegation was led by Deputy Head of Office of the Supreme People’s Prosecutor, Mr Khamphet Somvorachit, while the Russian delegation was headed by Deputy Minister of Justice Mr Konstantin Yuryevich Panferov. Representatives of relevant agencies from both countries also took part in the talks.
The two sides highlighted the long-standing friendship, mutual trust and cooperation between Laos and Russia. The Lao side expressed its appreciation to Russia’s Ministry of Justice, the Russian Embassy in Laos and other relevant agencies for their close and constructive coordination during the preparation of the treaty.
The two sides reviewed the draft article by article, refining the terminology and considering mechanisms for coordination and implementation. The negotiations were conducted in a friendly and constructive atmosphere based on mutual respect and understanding.
The treaty comprises 19 articles covering key issues including its scope of application, definitions of protected persons, third parties and requests, non-interference in internal affairs, procedures for considering requests, immunity of state officials, central coordinating authorities, confidentiality, expenses, ratification, entry into force, and termination.
The negotiations resulted in consensus on the content of the treaty, providing a basis for the two countries to proceed to the signing and ratification stages.
Once it enters into force, the treaty is expected to provide a legal framework for the protection of each other’s citizens in accordance with its provisions. It will also provide a mechanism for cooperation under the existing Extradition Treaty and Treaty on Mutual Legal Assistance in Criminal Matters between Laos and Russia.
The agreement is intended to further strengthen the legal and judicial cooperation framework between the two countries, while improving coordination between their central authorities and other relevant agencies.
The successful conclusion of the negotiations marks further progress in legal cooperation and strengthens the longstanding friendship and mutual trust between Laos and Russia.
