VP calls for Khammuan authorities to aim for economic growth, stability

A far-reaching development strategy aimed at economic growth, improved infrastructure, political stability and enhanced social welfare by 2030 is essential to ensure progress in Khammuan province over the next five years.
This was the message delivered by Politburo member, Standing Member of the Party Central Committee Secretariat, and Vice President of Laos, Mr Bounthong Chitmany, when addresssing the province’s 11th Party Congress yesterday.
The Congress is seen as landmark event in determining Khammuan’s future, when provincial leaders and Party members gather to adopt a development roadmap designed to harness the province’s potential in agriculture, industry, services, and infrastructure.
The development strategy also prioritises environmental preservation, political stability, and social welfare as pillars of sustained growth.
Shortly before the Vice President’s address, the newly elected Provincial Party Executive Committee was announced.
The Committee comprises 37 members, with Mr Vansay Phongsavanh re-elected as Secretary.
The new leadership team is tasked with guiding the province through the implementation of the resolutions adopted by the Congress, and selecting delegates to represent Khammuan at the upcoming 12th National Party Congress.
The composition of the new Committee reflects a balance of experience and fresh perspectives, including representation across generations, genders, and ethnic groups. This approach aims to ensure inclusive governance and continuity in leadership.
In his address, Mr Bounthong emphasised the importance of Khammuan becoming a strategic economic unit within Laos.
He urged provincial authorities to boost crop production by adopting modern, green, and sustainable technologies. Increasing the value of agricultural products through innovation and market diversification was highlighted as a critical step.
The province is also encouraged to accelerate industrial development and service sector modernisation, gradually shifting towards high-tech and AI-driven solutions.
A key initiative is the transformation of Thakhaek town into a transit and economic hub along the East-West Economic Corridor.
Additionally, expanding Special Economic Zones in Khammuan is viewed as vital to attracting diverse investment and generating stable sources of revenue. Upgrading infrastructure, including roads, bridges, and digital connectivity, will support these ambitions.
Maintaining political stability and ensuring public security were alsso underscored as essential for sustainable development.
Mr Bounthong called for strengthened grassroots politics and the building a resilient defence force capable of safeguarding the province’s achievements and security.
Tackling issues such as crime and other forms of anti-social behaviour through strict and timely measures will help maintain a peaceful and orderly society, he said.
The Vice President urged all sectors, including Party members, officials, the military, police, and community groups, to contribute to a united and stable environment.
Beyond economic growth, social development was a major theme. The provincial government is tasked with improving the quality of education including vocational training, and expanding healthcare, to ensure a skilled and healthy population.
Mr Bounthong also stressed the importance of preserving Khammuan’s rich cultural heritage, particularly among its ethnic communities, to sustain national identity and foster social cohesion.
Poverty alleviation remains a priority, with targeted efforts to reduce development gaps between urban and rural areas. Special attention will be given to remote ethnic communities to ensure inclusive progress.
Strengthening governance and Party discipline featured prominently in the Vice President’s speech.
He called for a clean, strong, and transparent Party organisation at all levels. The role of state authorities must be enhanced, with an emphasis on modernising administration through digital technologies and artificial intelligence.
Anti-corruption measures will be intensified, with a zero-tolerance approach to extravagance and abuse of power. Party cadres and officials are expected to lead by example, adhering to laws and ethical standards.
Congratulating the newly elected Provincial Party Executive Committee, Mr Bounthong expressed confidence that the Committee would rise to the challenges ahead. He urged its members to translate the Congress resolutions into concrete plans and actions, fostering unity and dedication.
“By targeting these priorities, Khammuan will play a vital role in national socio-economic development, improving the living standards of its people and contributing to the country’s overall progress,” he said.
The 11th Provincial Party Congress has set a clear direction for Khammuan province, positioning it for steady growth, enhanced stability, and sustainable development through to 2030.
