National Assembly Vice President Mrs Sounthone Xayachak delivers a report at the parliamentary session on Monday.

NA announces plans to strengthen legislation, address public complaints

The National Assembly plans to draft or amend 32 laws in 2027 and resolve 30 percent of public petitions as it seeks to strengthen lawmaking and oversight.
Presenting the Assembly’s work plan for 2027 at the 2nd Ordinary Session of the 10th National Assembly on October 12, Vice President Mrs Sounthone Xayachak outlined priorities for improving legislation, addressing public concerns, and monitoring large-scale development projects.
The plan includes two new laws and amendments to 30 existing laws, with the Assembly aiming to complete the work within the year. It also calls for reviews of the Law on Complaint Resolution and the Law on Oversight by the National Assembly and Provincial People’s Assemblies, for consideration at the third ordinary session in 2027.
The focus on legislation comes after the Assembly acknowledged delays in its 2026 programme.
According to Mrs Sounthone’s report, only eight of the 16 laws planned for consideration at the current session had been submitted, with late documents, limited consultation and inadequate reviews among the problems identified.
Addressing public complaints is another priority. The Assembly has 886 petitions under review, including 673 carried over from the 9th legislature and 213 received during the current legislature. The report said 44 petitions had been resolved.
The 2027 plan sets a target to resolve 30 percent of the petitions, alongside efforts to improve procedures for receiving, reviewing and addressing complaints.
The Assembly also plans to strengthen oversight of large-scale investment projects that affect people’s livelihoods, the National Agenda on Rural Development and Poverty Alleviation, and compliance with laws in the economic, finance and social sectors.
These priorities follow concerns raised in the 2026 review that some oversight findings had not been examined in sufficient depth and relevant agencies had failed to resolve identified problems promptly.
Compensation for people affected by development projects was among the issues examined during the year.
The legislative programme includes amendments to laws on cybercrime, alcoholic beverages, land traffic, civil aviation, the government, the Lao People’s Army and the Lao People’s Security Forces. A new Law on Deposit Protection is also planned.
The Assembly will also review the government’s progress in carrying out the national socio-economic development plan, state budget and monetary plan, while strengthening coordination with government agencies and Provincial People’s Councils.
Under the plan, the Assembly will continue to assess the performance of officials who report to parliamentary sessions and answer lawmakers’ questions, with the aim of improving accountability.
The 2027 work plan seeks to improve the quality of legislation, strengthen oversight and ensure that public complaints receive more timely attention. These priorities follow the Assembly’s own assessment that delays, weak coordination and insufficient follow-up affected its work in 2026.
