Sinopec, Dalachalern Star Oil partner to drive energy growth in Laos
Sinopec (Hong Kong) Limited and Dalachalern Star Oil Sole CO., LTD have signed a Memorandum of Agreement (MoA) to deepen cooperation and strengthen Laos’ energy security and sustainable growth.
The agreement was signed at a ceremony held in Vientiane on October 23. It was witnessed by the Deputy Prime Minister and Minister of Public Security, General Vilay Lakhamfong, along with ministers, deputy ministers, directors general, and representatives of related sectors.
Representing the two parties at the signing were the President of Sinopec (Hong Kong) Limited, Mr Wu Qinggao, and the President of Dalachalern Star Oil Sole Co., Ltd , Mr Bounchom Sengdala.

Mr Wu said the signing of the MoA marked an important milestone, taking cooperation between the two companies one step further and showcasing the close partnership between China and Laos in energy security and supply.
“Sinopec, as a top five company in the Fortune 500, with an international development strategy, uses the Belt and Road Initiative as a link,” Mr Wu said.
“We are building a complete upstream, midstream and downstream industrial network globally, while actively expanding our new energy business. Sinopec Hong Kong is committed to promoting industrial expansion, linking resources and fostering cooperation to expand business to the international level. We are a dedicated implementer of the Belt and Road Initiative.”
Mr Wu noted that Star Oil has operated deeply in the Lao market for many years, owning 220 gas stations and three oil depots, with a stable network and extensive operational experience.

Mr Wu said both companies will combine their strengths to promote mutual growth.
The agreement focuses on three main goals. The first of these is strengthening resource cooperation by leveraging Sinopec’s oil resources and supply network alongside Star Oil's strong market foundation in Laos.
The second goal is the joint development of new energy businesses and managed energy services to support Laos’ energy transition, and the third goal is sharing responsibilities and benefits through talent exchange, skills training and technical cooperation to develop Lao energy professionals and ensure the results of the partnership benefit the Lao people.
Mr Bounchom Sengdala, said the agreement was another important step in business cooperation between the two companies and will form a strong foundation for the future development of Laos’ energy industry.
“We believe that the coordination of resources and technological expertise of both parties will bring mutual benefits and create new opportunities in the Lao energy market,” Mr Bounchom said. “Through this cooperation, we will develop fuel supply projects, gas station construction and new energy projects in Laos to meet international quality and standards.”
He said the joint venture will be a significant driving force for sustainable energy development and will further strengthen the bond of cooperation between Chinese and Lao companies.
“Thank you to Sinopec (Hong Kong) Limited for your trust and cooperation with us. We also wish this cooperation great success,” Mr Bounchom said.
The partnership is expected to support Laos’ long-term energy goals through innovation, technology transfer and a shared commitment to green growth under the Belt and Road framework.
