Govt charts vision to 2045, reviews draft decrees

The government has pledged to strengthen national management and long-term development through the draft Vision 2045 and new decrees on land, currency, and border governance.
The government’s monthly meeting for October, held on November 3 under the chairmanship of Prime Minister Sonexay Siphandone, focused on strategic discussions and essential legislative drafts to guide the country’s socio-economic direction.
A key topic of discussion was the draft Vision to 2045, which sets the overall direction for Laos’ future growth. The long-term plan outlines goals for sustainable development, economic modernisation, stronger human resources, digital transformation, and improved livelihoods.
The meeting also reviewed the Strategy Plan for Developing the National Labour Market Information System until 2035, which seeks to build a comprehensive database to help plan workforce needs, improve employment services, and strengthen job creation.
The meeting also reviewed progress made in October and agreed on key focus areas for November, including preparations for the 10th Ordinary Session of the National Assembly (9th Legislature), which will take place from November 10-21.
The government will present reports on the nation’s economic performance, budget implementation, and key policy directions for 2026.
During the one-and-a-half-day session, cabinet members reviewed and discussed seven draft decrees.
These were a draft decree on the allocation of state land for construction as residences and the buying and selling of fixed-term land use rights, which aims to promote transparency in state asset management, and a draft decree on rubber, to regulate production and exports and ensure sustainable industry growth.
Also discussed were a draft decree on border area management, to maintain stability and strengthen security; a draft decree on currency management; and a draft decree on local staff working with foreign organisations in Laos.
The Prime Minister stressed the need for straightforward and focused discussions to ensure the government achieves its objectives effectively and efficiently.
Prime Minister Sonexay called on all sectors to monitor global and regional situations closely, noting that trade conflicts and border issues could affect national stability and economic growth.
He also urged swift responses to natural disasters that continue to impact people’s livelihoods in several provinces.
