China-Laos Vocational Education Cooperation Achieves Significant Results:

Joint-Standards establishment, Talent cultivation, empower Regional Economic Development


Since the launch of the China-Laos vocational education cooperation project in February 2023, a series of substantial achievements has been made, providing strong momentum for the construction of a modern vocational education system in Laos and building vocational standards to lay the foundations for the cultivation of high-quality technical and skilled personnel. The project has become a successful example of international industry-education integration.
One of the core achievements of the project is the successful promotion of the alignment and mutual recognition of vocational standards between China and Laos. From February 2023 to October 2025, China and Laos cooperated on the "Laos National Vocational Standards Co-construction Project", attracting nearly 100 Chinese institutions. Together, they developed over 100 vocational standards covering various fields. For example, Zhejiang Business College developed vocational standards for e-commerce engineers and culinary technicians, Guizhou Industry Polytechnic College developed standards for intelligent logistics technicians, building construction technicians, and vocational trainers, and Sichuan Vocational and Technical College developed standards for building construction technicians.

Fuyang Institute of Technology and the National University of Laos signed the Fuyang Institute of Technology Overseas Branch Project at the Opening Ceremony of the RCEP Huangshan Forum.

This initiative has laid a solid foundation for establishing a national-level vocational education quality standard system in Laos that aligns with international standards, marking a historic breakthrough from "nothing" to "something". (A detailed list of the project is in the appendix.)
Over the past three years, the project has facilitated intensive and in-depth high-level visits and academic exchanges between China and Laos. The Wuhan Central Foreign Economic and Technical Cooperation Group has organised and coordinated exchange visits between Lao education authorities, delegations from the Education Society of Hubei Province, Yunnan Land and Resources Vocational College, and several Chinese and Lao vocational institutions.
By organising large-scale events such as the "China-Laos Vocational Education Cooperation and Exchange Series" and the "China-Laos Vocational Education High-Quality Cooperation Promotion Conference", a direct dialogue platform has been established for nearly 150 institutions and enterprises from both countries.

Vice President of the National University of Laos, Ounla Sivanpheng, Interprets the Three Core Opportunities Brought to Laos Vocational Education Cooperation by RCEP.

This has effectively facilitated numerous inter-school collaborations. For example, at the 2025 World Digital Education Conference, the cooperation between Shanghai Vocational College of Agricultural and Forestry and the National University of Laos led to the establishment of the "Kuang-Chi College-China-Laos Veterinary Training Center" at the 2025 RCEP Huangshan Forum, the key support project by Anhui Province. At the 6th Lancang-Mekong Vocational Education Alliance Round Table Meeting, the Lancang-Mekong Workshop, a collaboration between Yunnan Land and Resources Vocational College, Research Institute of Industry, Commerce and Energy under the Ministry of Industry, the National University of Laos successfully signed a cooperation agreement with the Fuyang Institute of Technology for the "Huijiang Workshop" Laos campus, and the Lao Polytechnic Institute, officially held its inauguration ceremony.
It is reported that the next steps of the project include training more than 100 vocational teachers for Laos, jointly developing multiple vocational education curricula, launching several joint education programmes, and building a vocational education digital platform.
Industry experts have pointed out that the China-Laos vocational education international cooperation project has not only significantly improved the quality and influence of vocational education in Laos, cultivating the urgently needed technical and skilled personnel for local economic and social development, but has also deepened the friendship and international capacity cooperation between China and Laos, injecting new vitality into cultural exchanges and economic development.
