Party Central Committee finalises blueprint for national development

The 11th Central Committee of the Lao People’s Revolutionary Party is making strides in finalising the country’s political and economic development blueprint, issuing forward-looking guidance to address the real challenges facing Laos as preparations advance for the 12th National Party Congress.
To ensure the goals contained in the blueprint are forward-looking and far-reaching, Secretary General of the Central Committee of the Lao People’s Revolutionary Party and Lao President, Thongloun Sisoulith, is presiding over the four-day Plenary Session, which is taking place until November 27.
The Central Committee’s Plenary Session, attended by senior Party leaders from across the nation, will determine the direction of national development over the next five years and beyond.
Amid ongoing volatility in regional and global markets, the Party leadership has made tangible progress in addressing the economic headwinds affecting households and businesses.
Targeted interventions to curb inflation, stabilise currency exchange rates, and regulate fluctuations in commodity prices have contributed to improved macroeconomic stability.
These results, combined with efforts to boost commercial production and eliminate market distortions, have created renewed momentum across key economic indicators.
The plenary session is undertaking an intensive review of four core documents forming the foundation of the country’s next development phase. The third edition of the Political Programme, the Political Report, the 10th five-year National Socio-Economic Development Plan (2026-2030), and the revised Party disciplines were also discussed.
The Political Report evaluates achievements and shortcomings experienced during the current term and identifies priority areas requiring closer attention.
The 10th five-year National Socio-Economic Development Plan for 2026-2030 will set out specific targets for economic growth, poverty reduction, infrastructure development, and social progress.
Updated Party regulations aim to further reinforce internal governance, discipline, and organisational effectiveness.
Mr Thongloun stressed that revisions to these documents must be substantive, forward-looking, and action-oriented, addressing underlying issues rather than superficial symptoms, and reflecting the genuine needs of the nation instead of bureaucratic formality.
In parallel, the plenary is conducting an end-of-term political life review—a rigorous evaluation of collective leadership performance and the individual responsibilities of Party Central Committee members.
This mechanism, viewed as essential to upholding Party discipline and public confidence, assesses decision-making, policy implementation, and adherence to Party principles throughout the 11th term.
With provincial secretaries and ministry leaders contributing insights from their respective sectors, the plenary aims to reach consensus on all documents by year’s end.
Successful completion of this session will enable the 12th National Party Congress to convene with clear strategic direction, robust performance benchmarks, and strengthened organisational capacity to advance the nation’s socio-economic transformation.
Delegates expressed confidence that the outcomes of the plenary session will provide practical and implementable solutions to the challenges that lie ahead, while reaffirming the Party’s commitment to enhancing the material and spiritual wellbeing of the Lao people.
The session will adopt the finalised documents before delegates return to their jurisdictions to begin preparations for implementation.
