Ground broken on Haiwan International Community venture in Vientiane


A landmark event in the development of central Vientiane took place on Monday with a ceremony to mark the start of construction of the Haiwan International Community, a major mixed-use development opposite Fa Ngum Park in Nongduang Neua village, Sikhottabong district.
The complex will comprise apartment buildings, a hotel, and an integrated commercial centre, built on a 10,288-square-metre site.
The event brought together senior government leaders, including Deputy Prime Minister Prof. Dr Kikeo Khaykhamphithoune, Vientiane authorities, and leading figures from Haiwan Real Estate Co., Ltd, including the company’s Managing Director, Mr Yue Zhongyao, representing the Chinese side in the venture.

Speaking at the ceremony, the Managing Director of Haiwan Real Estate Co., Ltd. representing the Lao partner, Ms Ninvanna Vichitvongsa, said the project reflects the company’s long-term confidence in Vientiane’s economic potential and commitment to the city’s transformation.
Haiwan Real Estate began a feasibility study on the development in 2023 before signing an investment agreement with the Vientiane Capital Administration on December 24, 2024.
Ms Ninvanna said construction would be carried out in two phases. The first phase, with an estimated cost of US$23 million, involves construction of a 13-storey apartment building with a floor area of 40,888 square metres and 540 residential units ranging in size from 35 to 102 square metres.
Construction of the main structure is scheduled for completion in June 2026, with interior works expected to be finished by December 2026, allowing the building to be ready for occupancy by March 2027.
The second phase, costing US$25 million, will comprise a hotel, additional apartments and an integrated commercial centre with a combined floor area of 38,888 square metres.
Construction of this part of the development is set to begin in May 2027 and conclude by March 2028, with facilities expected to open for service in February 2029.
Representing the Vientiane Administration Authority, Vice Mayor Mr Phoukhong Bannavong highlighted the project’s significance as a key component of the strategic partnership between the governments of Laos and China.
The Haiwan International Community is expected to support Vientiane’s vision to expand investment, create jobs and improve the quality of urban life, while creating a more modern image in the city centre.
The groundbreaking ceremony began with the cutting of a ribbon and continued with a photo session and actual breaking of ground at the site, and ended with a visit to a development exhibition facility in Sikhottabong district.
