Swiss Red Cross, partners strengthen flood and disaster response


A consultation workshop conducted by the Swiss Red Cross (SRC) on Monday sought to beef up support for vulnerable communities through enhanced emergency relief and flood response strategies, ensuring humanitarian actors are more effective.
The workshop, titled “Disaster and Flood Response (Emergency Relief Assistance)”, was held in Keooudom district, Vientiane province.
The multi-stakeholder gathering brought together representatives from the Ministry of Foreign Affairs, Ministry of Labour and Social Welfare, and Lao Red Cross headquarters alongside senior officials from seven provincial branches.
Technical experts from the World Food Programme (WFP) also participated, aligning local needs with global strategic planning.

The consultation served to identify existing vulnerabilities, evaluate response capacities, and map out priority interventions.
It encouraged all stakeholders—particularly the Lao Red Cross—to strengthen engagement and mapping with key partners, including the UNDRR, People in Need, local authorities, Civil Society Organisations, and the private sector.
A central focus of the working groups was the “Assessment of Needs”. This process is vital for ensuring that Lao Red Cross branches have the capacity to identify critical, immediate requirements following a disaster.
Priorities highlighted by participants included shelter rehabilitation, cash assistance, food supplies, clean drinking water, and relief kits, all of which are essential for survival in the immediate aftermath of a crisis.
To translate these strategies into operational success, the workshop identified a pressing need for improved equipment and logistics. Requirements include boats, motorbikes, life jackets, and small-scale inflators.
The Swiss Red Cross also stressed the importance of technical skills, calling for specialised training for response teams in data collection and analysis to develop more precise emergency relief plans.
The outcome of the meeting was the development of a rigorous “72-hour” target.
Red Cross branches will coordinate with local authorities, including provincial and district governors, to ensure that personnel, vehicles, and equipment are ready to reach affected villages within three days.
To support this, a strict data-reporting timeline was proposed, requiring victims’ personal emergency needs to be identified and sorted from the village to the provincial level within five to seven days.
Subsequently, Lao Red Cross and Ministry of Labour and Social Welfare committees must report to donors and relevant departments within three to five days to secure urgent assistance and emergency funds.
The “Relief Assistance Plan” discussed at the workshop suggests that activity plans should be prepared well in advance and remain flexible as the needs of the population grow.
This includes analysing aid budgets from the government, INGOs, and UN agencies to ensure supplies can be procured in a timely manner. To maintain readiness, responsible committees are expected to meet regularly to monitor climate change trends and prepare early warning systems, including telecommunications equipment and radios.
The Lao Red Cross and its branches will carry out simulation exercises to ensure that Disaster Management Committees at national, provincial, and village levels are fully prepared.
Coordination mechanisms will be improved through mandatory preparatory meetings held between March and September—the critical pre-disaster window.
These meetings will assign specific sectoral responsibilities and address previous weaknesses in communication, such as the clarity of official forms and letterheads.
The Swiss Red Cross urged all representatives to bring these results to decision-makers within their respective organisations.
By aligning local needs with strategic planning and securing the necessary budgetary support, the SRC and its partners aim to ensure a faster, more transparent, and more effective humanitarian response to climate-related challenges in Laos.
