High standards urged for Savannakhet highway upgrade

 
A three-year upgrade of National Highway No. 9 in Savannakhet province, a key transport artery connecting to both Thailand and Vietnam, is underway to strengthen the road so it can carry vehicles with an 11-tonne axle load.
Minister of Public Works and Transport Leklay Sivilay visited Savanakhet on Tuesday to inspect progress, calling for high-quality construction and strict enforcement of road-building standards.
The project spans a total of 10 years, comprising a three-year upgrade period and seven years of continuous maintenance.
The contractor, Road Construction State Enterprise No. 8, is upgrading the highway to Class III standards to provide safe and reliable, year-round transport for passengers and freight along one of the country’s key regional corridors.
The inspection team included senior officials from the Department of Bridges and Roads and the Department of Planning and Finance.
Project manager Mr Akkhalat Inthavongsa said the work is being carried out under an Output and Performance-Based Road Contract in combination with the Public Road Toll Collection scheme. This differs from traditional road upgrade contracts by requiring long-term maintenance alongside repair works.
 To support long-term maintenance and repay project costs, the government has introduced a road toll, which came into force last month, primarily targeting trucks weighing 12 tonnes or more.
The toll is paid electronically through the banking system, making it both fast and efficient.
Authorities said the toll payment stations have been built, while traffic signs are being installedand staff housing is under construction. Toll Stations No. 1 and No. 3 are expected to become fully operational by the end of this month.
During his visit, Mr Leklay instructed project authorities and contractors to prioritise quality and durability. He called for the use of high-quality materials capable of withstanding heavy traffic and extreme weather, and the installation of clear warning signs while road works are ongoing.
In particular, the capability of the road to carry 11-tonne axle weights must be ensured to prevent damage.
 Officials say the upgrade of the arterial highwaywill significantly improve transport efficiency, strengthen regional trade, and provide safer travel for all road users.
