Laos, China agree to study on aluminium industrial park in Oudomxay

The Lao government, in partnership with Krittaphong Group Co., Ltd. and CGN Energy Technology (Laos) Co., Ltd., has signed a Memorandum of Understanding (MOU) on a feasibility study of the construction of an AI-powered green aluminium industrial park in Oudomxay province.
The agreement was signed in Vientiane on Monday, witnessed by Minister of Industry and Commerce Malaythong Kommasith, Chinese Ambassador to Laos Ms Fang Hong, senior government officials, provincial leaders, and representatives of partner organisations.
The proposed project would cover 6,279 hectares and, if approved, is expected to become a green industrial hub in northern Laos.
It aims to integrate aluminium production with clean energy and advanced technologies, including artificial intelligence.
Guangxi Investment Group Co., Ltd. will serve as the main industrial investor, supporting the construction of a green aluminium base with an annual production capacity of 500,000 tonnes, and powered by up to 2,000MW of clean energy.
The project is expected to gradually expand into a fully integrated aluminium production and processing complex.
Speaking at the signing ceremony, Mr Malaythong highlighted the importance of leveraging Laos’ abundant clean energy resources to promote environmentally sustainable industrial development.
He described the proposed industrial park as a significant step in strengthening green cooperation between Laos and China.
“The government, particularly the Ministry of Industry and Commerce, has introduced new policies on industrial parks, aiming to apply modern technology and build a ‘green industrial supply chain’,” he said.
“The scheme aligns with the government’s plan to create an independent and self-reliant economy under the National Socio-Economic Development Plan for 2026-2030. It leverages our clean energy potential to add value to natural resources, generate revenue, and create stable employment for our people,” he added.
The Chinese Ambassador to Laos, Ms Fang Hong, said China-Laos cooperation previously involved mainly infrastructure development but is now following a new path towards the use of advanced technology and green development, especially relating to hydro, wind and solar power.
She stressed the need to ensure the project’s compliance with green development principles, while advancing technological innovation and delivering tangible benefits to local communities.
As the project’s energy partner, CGN Laos would lead the construction of a green power supply system. Under the first phase, a 1,000MW solar farm in Oudomxay began generating electricity in December 2025 and is expected to reach full capacity in April.
Additional renewable energy projects are in the pipeline, including wind and solar farms in Oudomxay and Luang Namtha provinces, which will support long-term plans for green power supply and integrated energy use.
The Krittaphong Group will play a key role in local implementation, facilitating coordination with authorities and communities and ensuring compliance with national regulations.
If the feasibility study yields positive results and the project goes ahead, it will benefit from grid connectivity provided by Electricite du Laos Transmission Company Limited (EDL-T), enabling integration with the Laos-China 500kV transmission network and ensuring stable electricity supply.
This year sees the 65th anniversary of diplomatic relations between Laos and China and has also been designated Laos-China Friendship Year. Officials said the planned project reflects the commitment of both countries to advancing cooperation under the Belt and Road Initiative.
During the MOU signing ceremony, the Lao Clean Energy Standards Institute was unveiled, jointly established by CGN Laos and the China Electricity Council. The institute will support the development of clean energy standards and promote regional power cooperation.
