President urges cabinet to deliver measurable results

President Thongloun Sisoulith called on the new cabinet to deliver concrete results as the 10th government begins work to tackle growing economic and social challenges.
The government’s first cabinet meeting was convened on March 30-31, chaired by Prime Minister Sonexay Siphandone and bringing together deputy prime ministers and all cabinet members.
Speaking at the meeting, President Thongloun laid out key directions, stressing that the new government must focus on practical action and address pressing issues in a clear and effective way.
He called for changes in the way the government operates, urging breakthroughs in efficiency and effectiveness, with visible results across all designated tasks.
Ministries must speed up modernisation and ensure that results are evident  without delay, he said. He also called for stronger coordination and improved working methods, with regular monitoring and follow-ups.
Cabinet members were urged to be bold innovators and propose new ideas, which should ensure that Party policies and State laws deliver practical outcomes that benefit the country.
The President also called for reforms in the structure and operations of ministries, equivalent agencies, and administrations at all levels to improve performance and accountability.
With regard to economic problems, President Thongloun said the government must continue to tackle key issues such as fuel supplies, inflation, and the stability of the kip. He also highlighted the need to bolster foreign currency reserves and maintain financial stability.
The government should boost productivity levels so that more Lao-made goods are available to replace imports and for export, along with producing more goods that are high in value but low in cost and transport expenses, he said.
Infrastructure development remains another priority, with plans to repair damaged roads and upgrade arterial highways to spur trade and economic growth.
President Thongloun also called for more rapid reform of state-owned enterprises, more effective management of public debt, and greater efforts in collecting outstanding payments.
He stressed the need to attract more domestic and foreign investment while addressing concerns that affect investor confidence.
In preparation for Laos’ transition from Least Developed Country status from now until 2029, he urged the sectors concerned to draw up support plans to maximise assistance from development partners.
The government will also review all approved investment projects and take firm legal action against those that fail to meet agreed targets.
In addition, the President called for continued enforcement of Prime Minister’s Order No. 15 on the management and monitoring of timber harvesting, transport, and trade.
Based on the decisions made at the meeting, the government instructed ministries and other agencies to revise draft plans to reflect Party policy, national development plans, and current circumstances.
The meeting stressed the need to plug the loopholes that allow misuse of funds, improve efficiency, and ensure that all work produces clear results. Other outstanding issues will be given further consideration.
The Prime Minister’s Office will coordinate with the Party Central Committee to report to the Politburo and seek guidance on key matters.
Government members were also told to work closely with provinces under their responsibility to strengthen cooperation between central and local administrations.
Concerning the five-year development plan for 2026-2030, the government pledged to focus on action and results, moving away from protracted discussions that achieve few results.
In April, the main focus will be fuel supply challenges, which will be addressed by enforcing Prime Ministerial Order No. 40.
At the same time, the Ministry of Agriculture and Environment will step up support for agricultural production, while the Ministry of National Defence will continue its “4 Plant, 4 Raise” programme to increase the amount of food needed to supply the military.
The government will continue to encourage the use of electric vehicles and public transport, while ensuring strict control of imports.
Ahead of Lao New Year, authorities were instructed to maintain sufficient supplies of consumer goods, control prices, and ensure public order nationwide. Security patrols will be strengthened and strict rules will apply at entertainment venues.
State agencies were also told to avoid unnecessary spending and set an example in saving public funds.
Road repairs will be accelerated before the rainy season, especially on national highways and routes to tourist attractions.
In addition, the Ministry of Labour and Social Welfare will lead efforts to assist people affected by recent hailstorms, including support for housing repairs and basic services.
