FINA ready to elevate Pluscard to modern financial innovation

The Petroleum Trading Lao Public Company (PTL) and FINA Deposit-Taking Microfinance Institution Co., Ltd. (FINA) on Monday signed an agreement on the sale of Pluscard products.

The event was attended by Deputy Director General, Non-bank Financial Institution Supervision Department, Mr Somthavy Sibounma, Deputy Director General, Payment Systems Department, Mrs Lammone Simmalaivong, the Director of the Digital Data Centre, Ministry of Technology and Communications, Mr Pasitthideth Luangvilay, the Managing Director of the Petroleum Trading Lao Public Company, Mr Khamsone Sitthixay, Deputy Managing Director of the Petroleum Trading Lao Public Company, Mrs Chanthadom Meksavanh, the Chairman of the Board, Petroleum Trading Lao Public Company, Mr Sila Viengkheo, the Chairman of the Strategic Planning Committee, PTL Holding Co., Ltd., Mr Alounkeo Kittikhoun, Deputy Chair of the Government Relations Committee, PTL Holding Co., Ltd., Mrs Manola Praseuth, and the CEO of FINA Deposit-Taking Microfinance Institution Co., Ltd, Ms Souphaphone Souannavong.


Mrs Chanthadom Meksavanh observed that the Petroleum Trading Lao Public Company has grown alongside Laos’ economic and social development for several decades. In addition to fuel products and gas stations, the company introduced the Pluscard in 2013.
This innovative product enables customers to refuel using a prepaid or credit-based card instead of cash at more than 50 gas stations nationwide.
FINA, being a modern financial service provider, has earned the trust of the Petroleum Trading Lao Public Company to further develop this innovative fuel card for broader public benefit.
FINA has made substantial investments in high-level technology infrastructure that aligns with international financial standards. For example, it has implemented a core banking system to manage all financial products, similar to systems used by leading commercial banks.Although FINA was established only six months ago, it is fully prepared to assume responsibility for managing the Pluscard. It is committed to delivering services across Laos that enable convenient, transparent, and efficient transactions for customers and businesses alike.
