Party adopts anti-bureaucracy and corruption resolution
The 3rd Plenary Session of the 12th Party Central Committee has adopted in principle a draft resolution aimed at combating bureaucracy, corruption, anti-social behaviour and extravagance within the state apparatus and wider society, while Party Secretary General Thongloun Sisoulith called for stronger action against online scams and call-centre fraud.
The three-day meeting, which concluded on May 21, focused on strengthening governance, improving state administration, addressing socio-economic challenges, and accelerating the implementation of Party resolutions.
According to the outcomes of the plenary session, central committee members reached consensus and approved in principle two key draft resolutions, including one on grassroots political foundation building, rural development, poverty reduction and Three-Build Directive, and another targeting bureaucracy, corruption, social misconduct and extravagance across society. The responsible committee was instructed to further refine both documents to ensure they are comprehensive and practical.
In his closing remarks, Secretary General Thongloun, who is also state president, stressed the importance of the resolutions in strengthening the Party’s leadership methods, improving government administration and strengthening oversight mechanisms to ensure more effective governance.
The Party leader also urged ministries, provinces and relevant sectors to intensify efforts to tackle economic and financial challenges, specifically rising living costs and exchange rate volatility, while ensuring a stable petrol supply.
Particular emphasis was placed on suppressing criminal activities, with the Secretary General calling for continued crackdowns on scam operations and call centre fraud networks, which have become a growing concern across the region.
He also instructed authorities to address drug-related crimes, illegal weapons, illegal mining, unlawful exploitation of natural resources, robberies and road accidents through stronger law enforcement and coordinated action.
The plenary session additionally called for improvements in public administration and local governance, especially at the grassroots level, to ensure citizens can access state services more efficiently and transparently.
Party leaders emphasised the need for government agencies to better serve the public with greater agility, responsiveness and accountability.
The meeting also discussed advancing rural development and poverty alleviation efforts, with plans to propose the work as a national agenda for adoption by the National Assembly to enable faster implementation nationwide.
The Politburo and Party Central Secretariat were tasked with continuing to guide the implementation of the resolution of the 12th National Party Congress, while preparations are also underway for future Party meetings, including an extraordinary session scheduled for August and the 4th Party Central Committee Plenary Session later this year.
Secretary General Thongloun said the implementation of the decisions and resolutions adopted during the plenary session would play a central role in achieving the goals set out in the 12th National Party Congress.
He called on Party Central Committee members to uphold their political responsibility and work with determination to ensure the resolutions deliver concrete and tangible results for national development.
