LOCA, FINA partner to expand digital financial services in Laos

VIENTIANE, September 25, 2026 — LOCA Company Limited, a leading digital mobility and platform service provider in Laos, has partnered with Fina Deposit-Taking Microfinance Institution Co., Ltd. to launch the “Fina Loan” service on the LOCA Super App.

The two companies formalised their cooperation through the signing of a Memorandum of Understanding (MOU) in Vientiane, marking a new step in expanding digital financial services and promoting financial innovation in Laos.
Under the partnership, FINA will provide lending services through the LOCA Super App, allowing eligible users to access financial services through a digital platform.
LOCA operates a Super App that provides transportation, mobility, payment and other digital services, serving Lao people, tourists and LOCA driver partners across the country. FINA is a legally licensed deposit-taking microfinance institution specialising in financial services, including deposits and microfinance loans.
The partnership combines LOCA’s digital technology and extensive user network with FINA’s expertise in financial services. The companies say the partnership is aimed at expanding access to formal financial services and supporting the development of digital finance in Laos.
The agreement focuses on three areas. The partners will support LOCA drivers by providing access to formal and transparent sources of financing, helping to address financing needs, reduce reliance on informal lending, and support vehicle maintenance and sustainable income generation.
Second, the Fina Loan service will provide LOCA users with greater convenience in accessing financial services through their mobile phones, subject to the applicable lending conditions and requirements. 
Third, the partnership is expected to contribute to the development of digital financial infrastructure and promote greater financial inclusion in Laos by making financial services more accessible through digital technology.

The cooperation agreement represents more than the introduction of a new service on the LOCA platform. It reflects cooperation between a digital mobility platform and a microfinance institution to expand digital financial services and support greater access to formal financing.

The two companies say they will continue working together to develop digital financial solutions that respond to the needs of users and contribute to the development of Laos’ digital economy.

Fina Loan represents the first phase of the collaboration. The two companies intend to explore additional financial services that can support the LOCA ecosystem and contribute to greater financial inclusion in Laos.
