NA to introduce, amend 25 laws next year

The National Assembly (NA) plans to introduce nine new laws and amend 16 existing laws next year as Parliament increases its efforts to make sure Laos is governed by the rule of law.
According to NA’s work plan from 2023-2025, around 67 laws will be considered and amended. In particular, some drafts of nine new laws and the amendment of 16 existing laws will be brought for consideration at the fifth and sixth ordinary sessions of the NA next year.

The Vice-President of the National Assembly, Prof. Dr Chaleun Yiapaoher, said at the fourth ordinary session of NA at the ninth legislature this week that in accordance with the plan of NA at the ninth legislature from 2021-2025, at least 96 laws (38 new laws and amendment of 58 existing laws) will be submitted to NA for consideration.
However, after the implementation, about 22 laws (seven new laws and amendment of 15 existing laws), equalling 22.96 percent of the five-year plan of NA have been approved at the first, second, and third session meetings of the NA. This included three laws that are not in the plan and have been approved at the first extraordinary NA meeting.
In addition, the second and third ordinary NA meetings had postponed some laws for the next NA meeting for consideration due to indefinite details and for not being on time.
Prof. Dr Chaleun added that after studying around 67 laws (22 new laws and amendment of 45 existing laws) have been placed into NA’s work plan from 2023-2025.
The seven laws will be postponed for consideration at the 10th NA’s legislature.
The NA Vice-President also said around 24 drafts of laws (new eight laws and amendment of 16 existing laws) and 12 drafts of laws (4 new laws and amendment of eight existing laws) will be brought for consideration in 2024 and 2025 respectively.
If second extraordinary meetings of NA are organised, at least six drafts of the law will be brought for consideration. This includes the implementation evaluation on the national agenda.
