Achievements of Public Security Party Committee in Phouvong district

The Public Security Headquarters of Phouvong district has made commendable progress in the implementation of the resolutions of the 11th Party Congress, and capably fulfilled the party’s public security duties and responsibilities.
The Public Security Headquarters of the Party Committee in Phouvong district consists of three party cells. There are 59 comrades, of these seven are women, and four are reserved party members.

After quality evaluation within the Party cell, which is in line with the standards of the Party, three party cells of the public security headquarters have been approved as strong party cells. All the party members have met the standards of the party cell. The members of the three party cells have received a red card. Thirty-five comrades, including six women members, account for 57 percent of the party strength, while the remaining members comprise 37 percent of the party.
The party committee has paid special attention to educating its members, its public security officers, and the entire public security headquarters about its ideology and directions which is an important duty of the party committee. The party committee organised a meeting and disseminated many important party documents pertaining to the public security, including rules of the party, state laws, resolutions and orders. The aim was to ensure that party members recognise and understand the important documents which help them understand their duties better and discharge them responsibly.
The party committee also pondered on ways to improve the public security forces such as the policy task, the inspection task to formulate a plan and allocate suitable positions to officers. In the past, the party committee has improved the public security forces by selecting officials with a specialised field of knowledge, capability, and have a strong belief in revolutionary and solid politics.
The selected officials have been promoted to study political theory further, and also a foreign language. One of the selected officials has been promoted to study an advanced level of political theory, two other officials, including one woman, have been selected to study an advanced level of public security in Champassak province. Moreover, two officials have been promoted to study a foreign language.
Sixteen officials of the public security headquarters in Phouvong district have been upgraded to a new rank due to their relentless pursuit of excellence, this includes two women.
Over the past year the party committee has paid special attention to building the party members as a strong party cell, in accordance with the five principles and three directions of the party.
In the past, active public security officers have been encouraged and promoted to study party’s regulations in preparation to be full members of the party. The six reserved party members have been full members of the party, with four new reserved members.
The party committee has registered a new book of Census for 138 families, which includes 602 people, of whom 292 are women, the rest are 15-year-olds. This group of 15-year-olds includes 375 people, of which 188 women.

Apart from this, the party committee has declared an ideal family and an ideal public security set up in three villages of Phouvong district.
In accordance with the set plan of the party committee, it comprises two villages, but they can be exceeded by a village.
A task of the political party committee is to check the source of news. The party committee has checked news sources, and 20 times the source of news has been fake.
The party committee has encouraged security guard units in every part of Phouvong district to pay more attention to their duties and responsibilities and to ensure that their territories are 100 percent safe.
A task of the committee is to ensure the moral uprightness of society. Accordingly, the public security forces visited several upper and secondary schools in Phouvong district and spoke about the harmful effects of consuming drugs. More than 700 students and teachers attended the events.
The public security forces cracked 35 cases of theft in the district. They particularly focussed on the stealing of motorbikes, mobile phones, illegal electrical connections, and the selling of illegal drugs.
Though the above-listed achievements have been ensured by the party committee thanks to their diligence and hard work, there are weak points which need to be addressed.
To overcome these shortcomings in the future, the party members need to understand the directions of the party and state laws deeply, before addressing these issues. Overall, Phouvong district has a good security system in place.
The ways to address the current lapses are strict adherence to the rules and regulations regarding public security. The party cell needs to discuss these lapses threadbare and provide feedback to party members about where they fared well and where they fell short of expectations.
To flawlessly implement the resolutions of the 11th Party Congress, the 7th Provincial Public Security Party Congress, the 5th Party Congress of the Phouvong district, and the 1st Party cell of Public Security in Phouvong district, the party committee needs to pay more attention in the following five areas:
1. The party committee in every area needs to build a grassroots network to be able to discharge their duties and responsibilities as party members well. 2. The party committee needs to keep educating its party members to understand the directions of the party, including the changes in the party and social conduct. 3. The party committee needs to meet party members regularly to discuss work and redress issues within the party cell. 4. The party committee needs to pay attention to ensuring that Phouvong district has adequate security, political stability, and is morally upright. 5. The party committee needs to build officers of the public security forces as specialists in their professions in order to earn the respect of people.
