Savannakhet authorities call for shutdown of unauthorised goods transfer stations

The Head of the Administration Office of the Savannakhet Authorities and members of the Department of Public Works and Transport in Savannakhet province met recently to publicise the content of an agreement on dry port management, to encourage greater use of the services offered by the Savannakhet Dry Port.

The agreement was drawn up by the Ministry of Public Works and Transport on April 5, 2018, in relation to the management of the Savannakhet Dry Port and supported by a notice from Savannakhet province’s Administration Office dated October 11, 2019.
The agreement sets forth principles, rules and measures to manage and monitor the Savannakhet Dry Port with the aim of maximising the potential and location of Savannakhet province for the import and export of international shipments and transit goods in an effective and efficient manner.
It also aims to ensure that transport and logistics services are smooth, secure, fast, modern, cheap and environmentally friendly.
A meeting to publicise the agreement took place at the Department of Public Works and Transport in Savannakhet province, with the overall goal of improving services and management at the Savannakhet Dry Port in accordance with the notice issued by the province’s Administration Office on October 11.
The notice issued by the Head of the Administration Office of the Savannakhet Authorities requested businesses to use the services of the Savannakhet Dry Port and to refrain from using goods transfer points that were not authorised by provincial authorities.
The meeting was attended by the Deputy Head of the Provincial Party Committee, Mr Phoukhong Nammachak, and Head of the Executive Committee of the Savan-Seno Special Economic Zone, Mr Thongsay Xayavongkhamdy, along with participants from associated departments, entrepreneurs, and shipping companies in the province.
Head of the Transport Section of the provincial Department of Public Works and Transport, Mr Saysamone Phoutthakayalath, stressed the importance of the Agreement on the Management of Savannakhet Dry Port. The agreement consists of four sections and 10 articles and relates exclusively to the management of the Savannakhet Dry Port, which covers an area of 22 hectares and is located at kilometre 9 on National Road No. 9 in the Savan-Seno Special Economic Zone. It is hoped the agreement will promote more domestic and foreign investment while also bolstering integration and connectivity both regionally and internationally.
A dry port is a logistics site located on land that connects one or more modes of transport for the control, storage and inspection of moving goods in line with the international trade system determined by the tax authorities and other authorities concerned.
It is a hub for the transhipment, receipt, delivery, distribution, warehousing, opening and packing of goods in line with international conventions, as well as being an international checkpoint for the import and export of goods.
