Vice President tasks Oudomxay to address bureaucracy, corruption
Vice President Mr Phankham Viphavanh has stressed on the leaders in Oudomxay province to be decisive in addressing bureaucratic and corrupt conduct, and restoring people’s trust and loyalty in the Party leadership.
Mr Phankham, who is also Politburo member and Standing member of the Party Central Committee Secretariat, stressed the issues in his address to the newly elected province’s Party Committee on July 25 at the conclusion of the ninth local congress.
He called for Party committee members’ duties and responsibilities to be clarified, and they had to take ownership of their political duties and apply their efforts and intelligence to accomplish the given tasks.
“We should understand that being a member of the provincial Party committee is not for being a bureaucratic boss, nor for abusing the post for personal benefit. However, we should understand that gaining membership is to serve the highly revolutionary mission of the Party by doing everything for the prosperity of the people and country,” Mr Phankham said.
Vice President Phankham stressed that Party committee members must adhere to strict principles, working and guiding the Party, and take responsibility for work achievements and deficiencies.
Most importantly, members of the Party committee must be decisive in addressing bureaucratic and corrupt behaviour, and disruption, which he said if successfully removed, would restore people’s trust and loyalty in the Party leadership.
Mr Phankham called for the combating of nepotism which influenced decision making on various issues in contradiction of the laws, resolutions, and orders of the Party and government.
He said dishonest groups of Party members conspiring together for mutual benefit was a danger to the Party, saying they promised each other Party and government posts if one of them gained a higher position.
“This is very dangerous to the Party. This is not the teamwork style of the Party, but building nepotism, which can destroy the Party,” Vice President Phankham said.
He also called on the Party members to upgrade their qualifications by learning Party directives, resolutions and translating them into productive programmes and projects.
Honesty, modesty and leading a frugal lifestyle were important qualities for Party members to uphold explained Vice President Phankham. He said they had to be models in respect of the Party statutes, laws, and other regulations, educating their families and relatives as examples of a progressive lifestyle, and not committing actions that damage the collective interest and people’s trust in Party members.
Each Party member also has to support organisations, personnel, and people under his supervision by extolling good attributes while battling undesirable conduct and legal violations.
